Main CI fails because a Test Server shard hits its 10 minute timeout and gets cancelled (example run). The tests are not slow. Every file finishes in under 1s. The time goes to the shared task cache: on slow shards most lookups end in remote cache fetch failed, and vp stalls 15-90s on each one. Shard 1 had 24 failed fetches and needed about 10.5 minutes. Shards with no failed fetches finished in about 2 minutes.

The worker has a global read limit of 600/min and accepts only 4 reads at a time per isolate. 8 shards each fetch once per test file, and main runs overlap, so reads get rejected.

This PR raises the test_server timeout from 10 to 20 minutes, so a throttled cache slows a shard but does not fail main. The worker limits are the real fix. They need a production deploy, so they are not part of this PR.

Approvability

Verdict: Approved at 34744fc

Macroscope's review found this PR approvable — Server-test shards get 20 minutes instead of 10 to tolerate task-cache throttling. Tests and gating remain unchanged; the impact is limited to potentially longer CI runs.

Walkthrough

The CI workflow increases the test_server job timeout from 10 to 20 minutes. Comments now describe shard duration and shared task-cache stalls.

The CI server test timeout is raised to 20 minutes, but the release workflow's matching job still stops at 10 minutes. A throttled task cache can fail or delay a release run that CI would now tolerate. Raise the release timeout to 20 minutes before merging.

Explanation

The description clearly explains the failure, cause, scope, and intended fix. It does not provide the required Scope and approval information or a focused Verification section with checks run and observed results.

Resolution

Add a Scope and approval section with the related issue or maintainer approval, or explain why this focused configuration change qualifies for an exemption. Add a Verification section that states the checks or manual validation performed, the observed results, and any checks that could not be performed. The cited failed run supports the problem but does not verify this change.
