fix(web): threads without a project start on the primary environment - #26301
Threads without a project went to whichever environment was on screen, so a new chat started from the palette, the shortcut, the draft headline, or a prompt link landed on a remote machine whenever you were viewing one.
scratchEnvironmentId now picks the primary (local) environment first whenever it offers a scratch workspace. It falls back to the environment on screen, then to the only environment that offers one. Callers pass just the on-screen environment as the fallback. The draft headline checks whether the active project is a scratch project against that project's own environment, so a scratch draft on a remote machine still reads as "No project".
You can still switch a scratch draft to another machine with the environment picker. Mobile is unchanged: it has no primary environment and keeps using the selected or most recent one.
Macroscope's review found this PR requires human approval — Projectless threads now prefer the primary environment over the current or last-active environment when scratch workspaces are available. Human review is required to confirm this change to the default machine used for new threads.

Walkthrough
Scratch environment selection now prefers the primary environment when it has a scratch root, then checks the supplied fallback and any sole environment with a scratch root. Chat surfaces no longer substitute the primary environment when project or thread context is absent.

Resolve the scratch environment apps/web/src/hooks/useScratchProject.ts, apps/web/src/hooks/useScratchProject.test.ts
The resolver checks the primary environment first, then the supplied fallback, then selects a sole environment with a scratch root. Tests cover primary preference and fallback results.

Scratch targets use project or last-active environment context. The new-thread command receives the primary environment provider and passes null when thread and draft environments are absent.
pingdotgg/t3code#23757: The changes update scratch-project detection in the draft headline view, which overlaps with the reported No project labels and icons.
pingdotgg/t3code#26000: Both concern environment selection for threads without a project, though this PR does not add separate machine-labeled No project entries for remote targeting.

pingdotgg/t3code#21113: Both PRs change scratch-environment selection and fallback behavior for project-free thread actions.

When the on-screen environment has no scratch root and exactly one other environment does, the resolver now returns that other environment. The test fixture always gives scratch roots to both remote and other, so this changed path is not exercised. A regression to the previous null result would pass the current tests.
