fix(mobile): unclosed code fences in HTML blocks no longer freeze PR overviews - #26179
In the mobile Markdown renderer, the HTML tag scanner looks for a close for every code fence inside an HTML block, all the way to the end of the content. When none of them close, that is quadratic. A <details> block of unclosed "```x y" lines in a PR body, which a third party can write and GitHub allows up to about 65 KB, froze the JS thread for seconds when someone opened that PR's overview.
An unclosed fence now runs to the end of the content and stops the scan. That matches CommonMark and the range the scanner already recorded, so the output does not change. Unclosed inline code spans are skipped the same way as before.
The new test in markdownHtml.test.ts checks the ranges for 5,000 unclosed fences: a tag before them is converted and tags after them stay literal. The old code produced the same output, only slowly, so the test passes on main too. A test that fails on main would need a timing assertion. Timings of markdownHtmlContent under vitest on Node:

…overviews
An HTML block such as <details> with thousands of unclosed fence lines made
the HTML tag scanner rescan to the end for every opener, which is quadratic.
An unclosed fence now runs to the end of the content and stops the scan.

Macroscope's review found this PR approvable — The mobile Markdown scanner stops redundant delimiter scanning after an unclosed code fence, addressing freezes in HTML-heavy PR overviews. This is a narrowly scoped rendering optimization with no product-default or persistent-data changes.

Walkthrough
The markdown HTML scanner now skips unclosed inline-code delimiters and stops scanning after an unclosed fence. A regression test checks image conversion before the fence and literal trailing content inside a <details> block.
The scanner continues after an unclosed inline-code delimiter and stops at an unclosed fence. The test checks image conversion before the fence and literal content after it.

The performance fix appears correct, but the regression test can still pass if the quadratic scan returns. Add a deterministic work-count assertion before merging.

Make this regression test detect the performance regression.
These assertions verify only output. The pre-fix scanner produces the same output, so this test passes on the old quadratic path and does not protect the performance fix. Add a deterministic bound on delimiter-scan work, such as a comparison or method-call count. Do not assert elapsed time.
As per path instructions, changed tests should catch real regressions and should use event or count assertions instead of elapsed-time assertions.
