feat(web): thread details can stay closed in new threads - #25598
The thread details card opens at the top right of every thread you haven't toggled it in. Closing it only sticks for that one thread, so people who don't use it close it again on every new thread. Requested in discussion #15119 and the duplicate issue #17251.
Change
The Thread details menu now starts with an Open in new threads checkbox, above Show in thread details. It's the same menu in both places that already share it: Settings → Appearance → Thread details and the card's right-click menu. It's checked by default, so nothing changes unless you uncheck it.
Unchecked: threads you never toggled open with the card closed.
Toolbar button and mod+shift+B: still open and close the card per thread. That choice is remembered across reloads and overrides the setting in both directions.
Reset to default also re-checks it, and the row's reset button shows when it's unchecked.
How it works: each thread now saves the user's open/closed choice, not just "closed". A thread with no saved choice follows the setting. Existing saved "closed" choices are kept, so no storage migration is needed. It's a client setting, so web and desktop share it. Mobile has no thread details card.
Verification
vp test run on rightPanelStore.test.ts and threadDetailsItems.test.ts: 75 passed, including a new test. A thread with no choice follows the default, and explicit opens and closes survive a reload and win over the default.
vp run check:changed: format, lint, knip, and tests for the changed files pass. Typecheck passes for contracts, web, desktop and mobile. apps/server has unrelated errors on main that don't involve these files.
In the web app on an isolated dev server:
Unchecked, a thread never opened before shows no card.
The toolbar button still opens the card in that thread, and its right-click menu shows the same option.
Reset to default re-checks it and hides the row's reset button.
Before: the menu has no such option; new threads always open the card.
After: Open in new threads unchecked in Settings, a fresh thread opens with no card, and the card's right-click menu has the same option.

Macroscope's review found this PR requires human approval — This PR adds a persisted General setting that changes whether the existing thread-details card opens automatically, including new per-thread state handling across reloads. Because it changes a product default and modifies an existing production UI path, the behavior warrants human review.

Walkthrough
The change adds a client setting for whether thread details open by default in new threads. Inline visibility selection and toggling use this setting when a thread has no explicit choice. Explicit per-thread choices remain stored.
Changes: Thread details visibility
Layer / File(s)
Summary
Define and expose the default setting packages/contracts/src/settings.ts, apps/web/src/components/chat/ThreadDetailsItemsMenu.tsx, apps/web/src/components/chat/threadDetailsItems.ts, apps/web/src/components/settings/ThreadDetailsItemsRow.tsx, apps/web/src/components/settings/settingsSearch.ts
The client settings contract adds threadDetailsOpenByDefault, defaulting to true. The thread-details menu can update the setting, reset restores it to true, and settings text and search terms include the new option.
Resolve and persist inline visibility apps/web/src/rightPanelStore.ts, apps/web/src/rightPanelStore.test.ts
Inline visibility can be unset and uses a supplied default when selected or toggled. Persistence retains explicit inline choices, including true, and keeps persisted popovers closed. Tests cover fallback behavior, per-thread choices, and toggling.
Apply the default in chat components apps/web/src/components/ChatView.tsx, apps/web/src/components/chat/ChatCanvas.tsx, apps/web/src/components/chat/ThreadDetailsCard.tsx, apps/web/src/components/chat/useRightPanelActions.ts, apps/web/src/components/chat/ThreadDetailsCard.browser.test.tsx
Chat components pass the setting to inline visibility selection or toggling. A null thread reference in ChatCanvas still yields a closed inline panel.

The setting is difficult to find at the stated location, and its wording understates which threads it affects. These issues should be fixed or accepted before merging.

Explanation
The title "feat(web): thread details can stay closed in new threads" matches the main change in the changeset. The PR adds a threadDetailsOpenByDefault client setting, the "Open in new threads" checkbox, and the store logic that lets threads without an explicit choice follow that default. The title is specific and uses a conventional commit format. Note that the PR objectives describe the same change as a Settings → Chat switch, which is a different location from the menu checkbox in the description; this does not affect the title check.

Explanation
The description covers the problem, the change, and verification, so it is mostly complete. The Problem section states the behavior and the linked discussion. The Change section explains the new checkbox, the per-thread override, and the storage behavior. The Verification section lists specific tests, checks, and manual browser results, and includes before/after screenshots as the template requires. Two gaps remain. The Scope and approval section is missing: it links issues #15119 and #17251 but does not link a maintainer approval comment or explain why the change qualifies without one. The objectives also describe the setting as a Settings → Chat → Composer switch, while the description places it in the Thread details menu under Settings → Appearance, so the location of the control should be confirmed. The template also asks for the model and harness used, which the description includes.
Resolution
Add the Scope and approval information. Link the triaged bug issue or the discussion with explicit maintainer approval of the direction and scope, including the approval comment. If the change is a focused configuration of an existing capability, explain what already exists, what the option controls, and why its effects stay within that capability. Also confirm where the setting appears: the description says Settings → Appearance → Thread details, but the PR objectives say Settings → Chat → Composer.

The Test Web failure is MessagesTimeline.browser.test.tsx > keeps the worked-for heading in place when expanded at the bottom (added in #29166). It also fails on unrelated PRs (runs 41475554956, 41473902697, 41472086212), passes locally 3/3 on this branch, and this PR doesn't touch MessagesTimeline. All required checks pass.
