fix(clients): live working timers count on the host's clock - #25500
When the host's clock runs ahead of the client's, the live "Working for" timer stays at 0s. Live timers subtract a host timestamp from the client's clock, so a host that is 1 hour fast makes the elapsed time negative for that hour. A host running behind inflates the timer by the same amount. Finished durations are fine because they use two host timestamps.
Each host now stamps its current time on the config snapshot that every client receives when it connects. The client records an offset per environment and the live working timers count on that environment's clock. The host stamps the time somewhere between the client's request and the reply, so the client keeps the offset nearest zero that fits that window. Clocks that agree get no correction, so a slow link does not shift timers for everyone else.
Timers read the offset on each tick, so this adds no re-renders. Older hosts don't send the field, so timers keep today's behavior there.
Surfaces changed: the chat "Working for" row and sidebar working/waiting durations on web and desktop, and the floating "Working" control and thread list durations on mobile.
Not changed: subagent timers, worktree setup stage timers, and "time ago" labels. They have the same skew, but they need the environment passed through separate components and they overlap open PRs. toServerClock covers them when needed.
When the host's clock ran ahead of the client's, live "Working for" timers
stayed at 0s, because they subtracted a host timestamp from the client's
clock. Hosts now stamp their time on the connect-time config snapshot, and
clients count live working timers on each environment's clock.

Macroscope's review found this PR approvable — This is a focused fix for live working-duration displays when client and host clocks differ. It adds a backward-compatible host-time sample and applies a small, tested per-environment offset across existing web and mobile timer surfaces without changing workflows or defaults.

Walkthrough
The server configuration now includes a server timestamp. The client records an environment-specific clock offset from the initial configuration snapshot and uses it to calculate working durations in mobile and web thread displays.

The server configuration includes an ISO timestamp. The client records timing from the initial configuration snapshot and excludes the timestamp from persisted configuration. Tests cover snapshot and reconnect behavior.
Record and apply clock offsets packages/client-runtime/src/clock.ts, packages/client-runtime/src/clock.test.ts
The client records server-clock offsets by environment and applies them to client timestamps. Tests cover clock differences and replacement readings.
Use server time in working displays apps/mobile/src/features/threads/*, apps/web/src/components/chat/TimelineWorkGroupRows*, apps/web/src/components/sidebar/SidebarThreadRow.tsx
Working and waiting duration displays pass the thread environment ID and use its adjusted clock. The timeline timer refreshes when its environment or start time changes.

Explanation
Requirement from [#25418]: the live working timer must show elapsed work time when the server clock and the client clock differ. The reviewed head implements this.
Host side: apps/server/src/ws.ts adds a serverTime ISO timestamp to the config snapshot. packages/contracts/src/server.ts declares the optional serverTime field on ServerConfig.
Client side: packages/client-runtime/src/rpc/session.ts records the request time before the config subscription starts. On the first snapshot only, it calls recordServerClock with the parsed serverTime and the receipt time. Later snapshots do not change the offset. packages/client-runtime/src/clock.ts stores one offset per environment. For a host stamp outside the request/reply window, the offset equals the bound nearest the window. For a stamp inside the window, the offset is 0. A missing or non-finite stamp deletes the stored offset. I checked this logic against the window bounds. toServerClock adds the stored offset to the client time, and defaults to 0.
Surfaces: per the whole-PR summary, the web chat WorkingTimer (TimelineWorkGroupRows.logic.ts and .tsx), the web sidebar WorkingDuration (SidebarThreadRow.tsx), and the mobile floating control and thread list (floating-working-control.tsx, thread-list-v2-items.tsx, floating-working-status.ts, ThreadDetailScreen.tsx) subtract the converted client time from the start time. They do not use raw Date.now() for live elapsed time.
Tests: clock.test.ts covers host clocks ahead, behind, and inside the request window, and covers reconnect replacement. session.test.ts covers first-snapshot recording, no update on later snapshots, and reset when serverTime is absent.
The issue has no other acceptance criteria. Persistence excludes serverTime in state/server.ts, so changing timestamps do not alter the cached config.
Limitation: the incremental diff from the previous reviewed head could not be read. The web and mobile wiring rests on the whole-PR summary, not on a file read at head. The core clock and session logic was read at head.

Explanation
All changes connect to [#25418] and to the PR description's stated scope.
Contract and host: serverTime in ServerConfig and in ws.ts (the timestamp source).
Client runtime: clock.ts (offset store, recordServerClock, toServerClock), rpc/session.ts (recording on first snapshot), and state/server.ts (excludes serverTime from persisted config). These support the offset path.
Timer surfaces named in the PR description: web chat and sidebar, and mobile floating control and thread list. The mobile environmentId threading through ThreadDetailScreen.tsx and floating-working-status.ts is needed to pass the environment to toServerClock.
Tests in clock.test.ts and session.test.ts.
formatWorkingTimerNow now takes an EnvironmentId and drops end-timestamp handling. This is a small change to the same helper that the timer fix uses. It does not add unrelated behavior.
The PR leaves subagent timers, worktree setup timers, and time-ago labels unchanged. This matches the PR description's exclusions. No unrelated change is shown.
Limitation: the incremental diff since the previous reviewed head could not be read, so this verdict relies on the whole-PR summary for the web and mobile files.

When an environment reconnected to a host that sends no serverTime, such as
an older host, live timers kept the previous connection's clock offset. The
first config snapshot of each connection now drops the offset when it has no
stamp.
