fix(server): device_close shutdown no longer reports success after a restart forgot the device - #25167
device_close with shutdown: true returns success but leaves the simulator running when the calling thread has no device session recorded. DeviceService keeps sessions in memory, so this happens to every thread after the T3 Code server restarts (for example after an update). The agent is told the device was turned off, so nothing else turns it off.
Steps to reproduce:
In a thread, call device_open for an iOS Simulator.
Restart the T3 Code server.
In the same thread, call device_close with that deviceId and shutdown: true.
The call returns {}. xcrun simctl list devices still shows the simulator Booted.
Without a restart, step 3 powers the simulator off; I checked that on T3 Code Nightly with agent-device 0.21.25. The bug is the empty-session path in DeviceService.close, which returns before it reaches the shutdown.
Change
In the device_close MCP handler, when shutdown is true and the thread has no matching session:
With a deviceId that no other thread has open, it turns the device off through DeviceService.shutdown, the call the Device panel's power-off already uses. A device that is already off is left alone.
If another thread has that device open, it fails with a reason and does not turn it off.
Without a deviceId, it fails with a reason and does not guess which device was meant.
When the thread does have the session, it calls DeviceService.close as before. close without shutdown is unchanged.
Scope and approval
This is a small fix for an obvious bug: the tool reports a power-off that never happened. It touches only the device_close handler and its test. It does not cover agent-device claims staying live after close, archive or delete (#17470, being addressed in #21478). That claim problem is a separate issue, and this change doesn't touch claim release.
Verification
New test in apps/server/src/mcp/McpDeviceToolkit.test.ts covers four cases: a forgotten session powers the device off, another thread's open device is refused, a call without deviceId is refused, and a recorded session still goes through close. With the handler change reverted, the first case fails (expected [] to deeply equal [{ hostId: 'local', … }], so no shutdown was sent).
vp test run src/mcp src/device in apps/server: 39 files, 355 tests pass.
node scripts/check-changed.ts: format, lint, knip, graphql, typecheck and tests pass.
Manual check on T3 Code Nightly (macOS, iOS 27 simulator): device_open, then device_close with shutdown: true in the same server process, powers the simulator off. I did not restart a live server to watch the fixed build handle the post-restart case. That path is covered by the unit test above.
…restart forgot the device
Device sessions live in memory, so after the server restarts a thread's
device_close with shutdown: true found no session, returned success and
left the simulator running. Turn the device off when no thread has it
open, and fail with a reason when another thread has it open or no
device was named.

device_close now handles shutdown requests when no matching current-thread session exists. The device service prevents shutdown when a session is open and rejects opens that overlap a shutdown. Tests cover these cases and session-close behavior.
DeviceService adds shutdownUnlessOpen and tracks shutdown claims and in-flight operations. open rejects session registration when shutdown overlaps the open. Tests cover existing sessions and opens that overlap a shutdown.
Shutdown handling and validation apps/server/src/mcp/toolkits/device/handlers.ts, apps/server/src/mcp/McpDeviceToolkit.test.ts
When no current-thread session matches, the handler requires a device target and rejects devices open in another thread. It calls shutdownUnlessOpen for a booted device. Tests confirm that a matching current-thread session uses the existing close flow.

…on lock and matches any host
A session-less shutdown now claims the device under the DeviceService
lifecycle lock, where opens register sessions, so an open that lands
during the check or the shutdown fails instead of registering a session
on a device being turned off. An omitted hostId again matches sessions
on any host, as devices.close does; the local default applies only when
picking the device to turn off.

thanks @isaacentebi. your explicit-target fallback, foreign-session refusal, and any-host matching are preserved, along with both original commits. i merged current main and pushed d82c8d7 to this branch.
the remaining fixes use acquireUseRelease so interruption cannot leak a shutdown claim, and advance the epoch on completion so an open started during shutdown cannot register afterward. this replaces the manual claim/cleanup pairing without adding another mechanism. agent-device claim release stays separate in https://git.cafe/pingdotgg/t3code/pulls/21478.

the added deferred-based race regression failed on the original implementation (Success instead of Failure) and passes with the fix; reopening after shutdown also succeeds.
blacksmith: both touched test files passed (34 tests). vp run check:changed passed format, lint, knip, graphql, affected typechecks, and 36 tests.
all 25 reported github checks passed. two independent gpt-6.1-sol reviewers approved the final code; the two remaining lifecycle findings are addressed. coderabbit's latest automated review was rate-limited, despite its green check.
unverified: real device shutdown across a server restart. this linux vm had no emulator or avd; i installed one and tried twice, including a lower-memory retry without gpu rendering. both boots hung and exited (detected a hanging thread 'QEMU2 main loop'). no successful restart/device integration is claimed. before merging, run device_open, restart the server, then device_close with the explicit device id and shutdown: true, and confirm the emulator or simulator actually powers off. the sessionless behavior and concurrent-open policy still need maria's approval.
partial verification on linux, using playwright from the repo and /usr/bin/google-chrome, the actual dev web client, and real codex gpt-6.1-sol turns. installed dependencies with vp i on both checkouts. added the real git project and enabled device access through the app. ran one dev server at a time with isolated state.

neighboring behavior: device_close({"shutdown":false}) without a session returned success {} on both builds.
the pr's provider turn recovered after five retries and completed within two minutes. no source changes or pushes. existing ci reports 25 successful checks, zero pending/failing; ci is not proof of real shutdown.

the core device_open -> server restart -> explicit-device device_close(shutdown:true) -> actual power-off scenario remains unverified. installed java 17, android sdk/emulator, and an android 30 x86_64 avd. the real emulator stalled for more than ten minutes, logging detected a hanging thread 'QEMU2 main loop' and QEMU2 CPU0 thread; the boot-completion query hung and chrome also stopped responding. stopped the captured emulator pid; browser recovered. this is an environment blocker, not evidence that the pr fails.
also unverified: another thread's open-device protection, an already-off device, reopening, concurrent opens during shutdown, native ios/android clients, and macos/windows. ios simulator requires macos/xcode. the baseline power-off bug was not reproduced with a booted device. no merge readiness claim.
startup correction: the first pr dev invocation selected ~/.t3; stopped immediately before verification calls and restarted with explicit isolated --home-dir /home/user/t3code/.t3.

Move sessionless shutdown dispatch into DeviceService.
The changed branch performs session lookup, device selection, boot-state handling, and shutdown dispatch. The state.sessions.some(...) check is only an unlocked preflight snapshot; shutdownUnlessOpen must still repeat the ownership check under lifecycleLock. This domain flow should not remain in the MCP handler.
Add a service method that accepts { threadId, hostId?, deviceId } and returns a typed result such as shutdown, alreadyOff, or openElsewhere. The handler can then map that result to DeviceToolUnavailableError.

not ready to merge at 3dde484a15581219e2f10bdeb4d2d5bc94993633. this takeover reached the requested two fix rounds.
merged current main without rebasing and pushed both scoped race fixes to the original fork branch. opens now claim before boot/attach, and hub android claims match across avd names and emulator serials. blacksmith vp run check:changed passed format, lint, knip, graphql, affected typechecks and 62 tests. both boot-during-shutdown regressions failed before their fixes. the existing bot findings were answered and resolved on github.
final independent reviews found two remaining issues:
DeviceService.ts keys all virtual android devices by name. distinct eas sessions and simlock leases can share names, so unrelated opens and shutdowns interfere. a direct extension of the existing service regression reproduced the rejected unrelated open. restrict avd-name matching to hub-backed devices, retaining cloud session/lease ids.
device/handlers.ts skips shutdownUnlessOpen for a target reported off. an in-progress open has not registered a session yet, so the handler can return success while that open finishes booting. this is confirmed by source inspection, not a runtime reproduction.
no third fix round was pushed. real device power-off after server restart remains unverified; previous emulator attempts recorded above hung. the two final reviewers both returned blocked. no merge, rebase, force-push, close, or manual label changes were made.

device_close skips the in-flight open check for unbooted targets and reports false success.
When device_close runs with shutdown: true and an explicit deviceId, the handler skips shutdownUnlessOpen if the listed target is unbooted. An open that another thread started can still be booting. The handler then returns {}, although the device stays running and is opened by that thread. The openElsewhere refusal should apply here, and the handler's own comment says the service rechecks under its lock. The target.booted && guard prevents that recheck.
The in-flight check already exists in shutdownUnlessOpen, so the fix is to call it for every explicit target and let the service decide. Remove the guard. In shutdownUnlessOpen, return a claim state, and return success without a host shutdown for an unbooted device that has no open in flight. Do not check bootingDevices in the handler. opensInFlight is claimed before bootingDevices is published, so a snapshot check can miss that gap.
