Pass release attributes to server relay tracing.

When relay tracing is enabled, this resource passes serviceInstanceId but no attributes. The relay traces therefore lack t3code.release.channel and deployment.environment.name, although otlpResource supplies both for server telemetry. Pass releaseResourceAttributes(ServerConfig.telemetryChannel, config.otelEnvironment.resourceAttributes) here so relay traces retain the same channel and operator overrides.

Review comment at @apps/server/src/cloud/relayTracing.ts around lines 14 - 16:
Update the resource passed to RelayTracing.layer to include the result of
releaseResourceAttributes using ServerConfig.telemetryChannel and
config.otelEnvironment.resourceAttributes, alongside serviceInstanceId, so relay
traces receive the release channel and operator overrides.
