Restrict same-session retry to durable subscriptions.

subscribeDynamicMapped applies this retry branch to every EnvironmentSubscriptionRpcTag. threadFindProgressive consumes the finite searchThreadStream and completes only after receiving a result where complete !== false. A persistent transport or decode failure instead enters the retry loop, so the finite search can remain pending indefinitely instead of failing.

Make same-session retry opt-in for durable subscriptions, and exclude searchThreadStream.

Review comment at @packages/client-runtime/src/rpc/client.ts at line 359:
Update the retry branch in subscribeDynamicMapped so same-session retries are
opt-in only for durable subscriptions; exclude searchThreadStream so persistent
transport or decode failures propagate and finite searches can complete or fail.

Keep backoff across repeated failures after the first value.

subscribeToSession() applies Stream.onFirst to every resubscribed stream. If a stream emits one value and then fails, the callback resets expectedFailureRetries before retryAfter handles the failure. Each attempt therefore uses the base delay instead of backing off toward 30 seconds. Reset the counter only after a sustained healthy period, or track consecutive failures separately.

Review comment at @packages/client-runtime/src/rpc/client.ts around lines 372 -
373:
Update retry tracking in subscribeToSession so Stream.onFirst does not reset
expectedFailureRetries immediately before retryAfter handles a failure; reset it
only after a sustained healthy period or track consecutive failures separately,
preserving increasing delays across repeated failures up to the existing
30-second cap.
