Await host registration before invoking preview_open.

ServerBrowser starts host registration in a forked effect and does not await its connected event. A single Effect.yieldNow does not establish registration, so broker.invoke can fail with no available host before testing navigation timeout handling. Await a Deferred completed by the connected event, or expose an equivalent registration milestone to the fixture. The testing rule explicitly prohibits every yieldNow, including a single yield.
