fix(server): idle agent tabs free a slot when the server's 32-tab browser limit is full - #24186
When idle agent tabs fill the desktop browser's 32-tab limit, new tabs fail until T3 Code restarts. This PR frees the longest-idle agent tab when the server is full and the requesting agent has room for another tab. It remains on hold because the server cannot tell whether someone is viewing a desktop tab, so it may close a tab they are reading.
Evidence
Not shown: native desktop behavior on the current head, protection of viewed desktop tabs, and which tab closed in the historical comparison; the closed, unmerged visibility dependency #19495 was superseded by the still-open #23589.
Macroscope's review found this PR requires human approval — The change frees browser capacity by closing an idle agent-owned tab, including desktop tabs. Desktop viewing is not tracked, so it can close a tab someone is reading or editing; the acknowledged visibility blocker remains unresolved.

When the server reaches its tab limit, opening a tab can evict the longest-idle eligible agent tab, including a desktop tab. Periodic cleanup continues to close only idle headless tabs. Tests cover idle thresholds and per-agent limits.

Summary
Idle tab eligibility and periodic cleanup apps/server/src/preview/ServerBrowser.ts
Tab-limit checks distinguish server-wide and per-agent limits. Idle agent tabs include desktop tabs with no viewers and no activity for more than 30 minutes. Periodic cleanup closes only headless idle tabs.
Capacity eviction and regression test apps/server/src/preview/ServerBrowser.ts, apps/server/src/preview/ServerBrowser.test.ts
When the server is at capacity and the requesting agent is below its own limit, opening a tab can close the longest-idle eligible tab. Tests check that attempts before the idle threshold do not release a tab, that an agent at its limit cannot open one, and that a new session can open one after the threshold.
When the server reaches its 32-tab limit, a desktop tab a person is actively using but has not touched through the agent for 30 minutes could be closed, losing unsaved work. The author has put the PR on hold until native desktop visibility is available, so it should not merge before that signal excludes viewed tabs.

Explanation
[#24159] The change frees one slot when the server has reached 32 tabs and the requesting agent session is below 8 tabs. It selects the oldest agent-owned tab with no streamed viewer and more than 30 minutes of inactivity. The candidate can be desktop-rendered. Human-owned tabs are excluded. Below the server limit, desktop tabs remain excluded from the routine idle sweep. The test covers the idle boundary, the per-session limit, desktop-tab release, oldest-tab selection, and the resulting session list. Native desktop visibility protection is separate follow-up work identified by the issue and the current PR description.

The test fixture release event and the regression test verify this behavior. These changes support [#24159]. Keeping this PR open, but holding it until #19495, which Julius has taken over, lands. That PR reports which native desktop tabs are visible. The current eviction logic here cannot distinguish a hidden desktop tab from one someone is reading, so this PR is not ready to merge.
Once #19495 lands, the plan is to update this branch from main and use its visibility signal to exclude viewed tabs from eviction. At capacity, only agent tabs idle for over 30 minutes with no native desktop or streamed viewer should be eligible; if none qualify, opening another tab should still report the limit. We will verify that a viewed tab stays open while an eligible hidden tab gives up its slot.

Exclude desktop tabs that a person is viewing.
When the server reaches 32 tabs, freeIdleAgentSlot can close a desktop tab after 30 minutes without an agent request. Desktop viewing does not add an entry to tab.viewers, so this check cannot protect a tab that a person is reading or editing. Wait for the native visibility signal and exclude viewed desktop tabs before enabling desktop eviction. The PR objectives identify this as the reason the branch is being held.

[GPT-6.1 Sol][Codex] on behalf of shivam.
Confirmed at b7126b9. idleAgentTabs checks streamed viewers and idle age, but desktop viewing does not enter tab.viewers. This is the existing blocker documented at the top of the PR.
#19495 is still open. Keeping this finding unresolved and the PR on hold until that visibility signal lands. Then we will exclude viewed desktop tabs and verify that a viewed tab survives while an eligible hidden tab gives up its slot, and that opening still returns tabLimit when none qualify.
All current checks passed. No code changed or tests reran for this acknowledgement.

@shivamhwp Acknowledged. The finding remains unresolved. Passing checks do not verify native desktop visibility protection.
After integrating #19495, verify that a viewed desktop tab stays open, an eligible hidden tab frees one slot, and preview_open returns tabLimit when no tab qualifies.
📝 I couldn't check this conversation for new learnings, so no new learning was saved.
The test opens all 32 tabs with distinct initial timestamps, then expects opened[0] to be released. It does not reuse an existing tab before eviction. Therefore, insertion-order eviction can pass the test even when the implementation ignores a later usedAt update.
Add a status request for opened[0] shortly after opening the tabs, advance the clock to 31 minutes, and expect opened[1] to be released. Both tabs remain eligible, but opened[1] is older.

Exclude viewed desktop tabs from eviction.
A desktop tab can be in active use without a streamed viewer. At capacity, this code can close that tab and discard unsaved work.
Use the planned desktop visibility signal to exclude viewed tabs. If no eligible tab remains, return tabLimit. Add a regression test for both cases.
The PR objectives require viewed desktop tabs to remain open.

…r is full
In the desktop app every server tab is desktop-rendered, and the idle sweep
skips those, so 32 agent tabs nobody uses filled the server's budget for good
and preview_open failed in every thread until restart. When the server is
full, the agent tab idle longest (30 minutes, no streamed viewer) now gives up
its slot, desktop-rendered or not. Below the limit nothing changes, and tabs
a person opened are never closed.

Closes #24159
What's fixed
When idle agent tabs fill the desktop browser's 32-tab limit, new tabs fail until T3 Code restarts. This PR frees the longest-idle agent tab when the server is full and the requesting agent has room for another tab. It remains on hold because the server cannot tell whether someone is viewing a desktop tab, so it may close a tab they are reading.
Evidence
Not shown: native desktop behavior on the current head, protection of viewed desktop tabs, and which tab closed in the historical comparison; the closed, unmerged visibility dependency #19495 was superseded by the still-open #23589.
