This PR introduces a substantial webhook deduplication and coalescing capability with new persistent schema, scheduler state, rate limiting, recovery behavior, API outcomes, and web/mobile controls. It also adds a 120-second product default and a static-analysis diagnostic override, so the scope and explicit review rules warrant human review.
