With auto-resume on, the sweep armed any failed usage-limit thread that had no matching arm as long as its reset was after the failure, even when that reset had passed days earlier. The next sweep then dispatched "Continue where you left off." right away, so a server update resumed long-abandoned tasks. Arming now requires the reset to be at most 24 hours in the past, the smallest whole-day window that covers the reported multi-day-old failures while still letting a reset that just passed (e.g. after a short outage) arm. Closes pingdotgg#21716
ApprovabilityVerdict: Approved at Macroscope's review found this PR approvable — This narrowly scoped server fix prevents days-old usage-limit failures from being freshly armed while preserving recent and already-armed recovery behavior. Focused tests cover both stale and recent reset cases, with no schema, deployment, security, billing, or static-analysis configuration changes. You can add or adjust custom eligibility rules. 29-41: 🎯 Functional Correctness | 🔵 Trivial | ⚡ Quick winAdd an exact 24-hour boundary test.
limitRecoveryCommandcorrectly keeps a reset exactly 24 hours overdue eligible because it rejects only whennowMs - resetMs > MAX_OVERDUE_ARM_MS. The current tests cover one hour and four days, but a future change to>=would pass them while violating the threshold contract.Suggested fix

Pin the 24-hour cutoff on both sides: a reset exactly 24 hours overdue still arms, and one 24 hours and 1ms overdue does not.

Added boundary cases: exactly 24h still arms, 24h + 1ms returns null, in 397e1ff.
Problem
With auto-resume on, a usage-limit recovery sweep freshly armed any failed thread that had no matching arm as long as its reset time was after the failure — even when that reset was already days in the past. The next sweep then dispatched "Continue where you left off." immediately, so a server update could restart long-abandoned delegated tasks (see #21716).
Expected: a days-old overdue reset should not be freshly armed. Actual: six Oct 14–17 failures were armed and resumed on Oct 19 after an update.
Change
In
limitRecoveryCommand, arming now returns null when the reset is more than 24 hours overdue (nowMs - resetMs > MAX_OVERDUE_ARM_MS). The maintainer did not prescribe a threshold, so I chose 24 hours: the smallest whole-day window that covers the reported multi-day-old failures while still allowing a reset that only just passed (for example after a short outage) to arm.Already-armed recoveries are unchanged. Disarm-on-stop stays in #21091 / #21114.
Scope and approval
Accepted bug #21716. Maintainer scoped it to age on fresh arming (juliusmarminge, 2026-10-19T13:21Z): UsageLimitRecoveryWorker.ts:26-47, no age limit today. Disarm-on-stop explicitly left to #21091.
Verification
limitRecoveryCommand: a failure whose reset passed 4 days ago returns null with auto-resume (and with snooze); a reset only 1 hour past still arms.expected … to equal null, got athread.metadata.updatearm); with the fix, 2/2 pass.vp test runonUsageLimitRecoveryWorker.test.ts+Scheduler.integration.test.ts: 4/4.vp test run runtimeLayer.test.ts -t 'usage-limit continuation': 19/19.vp fmt --checkclean on the touched files; server typecheck reports no issues in them.Closes #21716
