refactor(web): the usage chart keeps its caching without "use memo" - #20792

Eligibility
This is a self-contained refactor that isolates hover state and tooltip rendering so chart construction is not repeated during pointer movement. It preserves the existing chart output and interactions without changing APIs, defaults, or production infrastructure.
