This PR introduces a new orchestration shell snapshot subscription system with database schema changes, new RPC methods, and significant rework of client-side connection/subscription architecture. Two unresolved high-severity review comments identify potential bugs in turn data ordering and bootstrap gate reset logic that could cause stale state or client hangs.
