Eligibility
This PR changes the default thread-loading path across server persistence, HTTP caching/compression, client hydration, browser startup, and production bundling, with a new database migration and substantial shared-infrastructure logic. It also adds a directive suppressing a static-analysis diagnostic, so the changes need human review.
