fix(client-runtime): Update clears the block on a host that is already compatible - #18563

Eligibility
This is a small, localized bug fix in the outdated-host update workflow. It adds a tested compatible-host fast path that avoids an invalid socket update attempt while preserving the existing cleanup behavior.
