feat(web): opt-in tokens-per-second readout under finished responses - #18304

Conversation
Finished turns report no generation speed anywhere in the UI. This adds a Token rate switch in Settings General Behavior, default off, and shows the end-of-turn average under a settled assistant response with exact tokens and seconds in the tooltip. The rate derives client-side from complete turn usage against the run clock, so every provider works with no adapter changes. Partial or unavailable usage never produces a number.

🟡 Medium src/session-logic.ts:1098
A settled run still gets a rate when any associated turn has partial or unavailable usage, so the result divides only the complete turns’ tokens by the full run duration and presents an incomplete total as exact. Mark the run incomplete when an associated turn lacks complete usage, then omit its rate.

ApprovabilityVerdict: Not approved Macroscope's review found this PR not approvable — This PR introduces a new opt-in readout across the shared settings contract, chat projection, and timeline UI, rather than making a small isolated change. An unresolved Medium finding also indicates that some settled responses may display incomplete token totals as exact rates. Not approved because:

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win
Compare tokenRate before reusing a message row.
If a user changes Token rate after a response settles, deriveMessagesTimelineRows updates the rate field. isRowUnchanged does not compare that field for either message or assistant-meta rows, so computeStableMessagesTimelineRows can return the old row. Enabling the setting can leave the rate hidden; disabling it can leave the rate visible. Include tokenRate in both row comparisons. (raw.githubusercontent.com)

Keep the elapsed time exact in the tooltip.
For a run lasting 1,234 ms, toFixed(1) shows 1.2s, not the measured 1.234s. The tooltip therefore loses the precision promised for its elapsed-time value. Display the stored milliseconds or retain their precision when converting to seconds. (github.com)

Note This comment is posted by Julius' dot This adds a new tokens-per-second metric and footer display, with no linked maintainer approval. The opt-in switch controls newly introduced behavior, so the prior-approval requirement applies. Closing for now: discuss the direction and scope in Ideas and link explicit approval when requesting reconsideration. Please also attach the before/after screenshots mentioned in the description; they aren't included yet. |

Follow-up on the close: I opened an Ideas discussion proposing this direction and asking for approval to reconsider: #18306. The partial-totals finding is fixed on this branch locally (a settled run now earns a number only when every attributed turn reports complete usage) and I will push it once the direction is approved. Screenshots from the real-client pass are going onto this PR alongside. |

The rate derives client-side from complete turn usage against the run clock, so every provider works with no adapter changes. Partial or unavailable usage never produces a number, and unsettled runs are skipped. The readout sits in the existing assistant footer with the same muted styling, and the row projection keeps its streaming fast path through a stabilized rate map.
