Increase the publish_cli job timeout to cover the full readiness deadline.

READY_DEADLINE is 25 minutes, while timeout-minutes: 35 applies to the entire job. If preparation and platform publishing take more than 10 minutes, GitHub can cancel the job during readiness polling. The platform packages can then be published while t3 remains unpublished.

Set the job timeout to at least the 25-minute readiness deadline plus the worst-case time for the preceding and following steps.

Increase the timeout for the publish_cli job to cover the 25-minute
READY_DEADLINE plus the worst-case duration of all preparation, publishing, and
remaining steps, so the job cannot be canceled during readiness polling.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Reject platform tarballs that the launcher manifest does not list.

This loop only checks that each manifest package has a tarball. It does not check the other direction. Suppose @t3code/ contains a tarball that the manifest does not list, for example a stale build artifact. The publish flow then uploads that tarball permanently and never runs a readiness check for it. The launcher also publishes without it. That upload cannot be republished. Before any upload, fail when the set of platformTarballs differs from the set of manifest-derived paths.

Review comment at @apps/server/scripts/cli.ts around lines 258 - 263:
Update the platform tarball validation around platformPackages to also reject
any platformTarballs path absent from the manifest-derived set, before the
publish flow uploads assets. Preserve the existing check for missing expected
tarballs and report the unexpected artifact using the established
launcher-manifest validation error.
