fix(web): align compact button touch targets

Problem

The compact composer history toggle had a 28px height on mobile, and disabled Git menu items did not fill the menu row. Both controls had smaller touch targets than their surrounding UI.

Change

Set the history toggle to 36px tall on small screens and 32px at the sm breakpoint. Make the Git menu tooltip wrapper fill the available row width.
