Eligibility
This is a focused CLI bug fix that improves warnings when relay cleanup cannot occur, without changing local cleanup, exit codes, schemas, defaults, or production infrastructure. The added tests cover both affected reporting paths, and the remaining runtime impact is limited to user-facing console output.
