Eligibility
This adds Shift-activated close, merge, reopen, and ready-for-review actions to linked GitHub pull requests, including project routing and capability gating. It reuses existing action infrastructure and leaves ordinary paths unchanged, but the new externally mutating workflow lacks clear linked-panel test coverage.
