fix(clients): waiting rows say what the task waits on - #16213

Eligibility
This is a bounded client UI fix using a shared pure formatter and targeted tests to show what waiting threads are waiting on. It changes labels, icons, accessibility text, and hover layout without altering execution, thread placement, schemas, defaults, or deployment behavior.
