Eligibility
This PR adds a new cross-environment workflow that fetches full thread transcripts through an authenticated endpoint and turns them into file attachments, alongside substantial composer lifecycle and attachment-limit changes. Because it introduces a user-facing capability and transports potentially sensitive thread and tool content across environment boundaries, the runtime and contract changes warrant human review.
