Eligibility
This is a narrowly scoped server-state bug fix with regression tests: failed or partial usage probes remain visibly unavailable instead of being presented as complete limits, while successful probes still recover normally. It does not alter schemas, defaults, deployment behavior, or static-analysis configuration.
