Eligibility
This is a cross-layer runtime cleanup fix that changes thread and project deletion behavior, adding a durable server effect plus Electron preview-event synchronization and stale-state handling. Although the intent and tests are clear, the implementation is broader and more stateful than a small self-contained bug fix.
