fix(web): pull request badge sits on the sidebar row's baseline - #14007

Eligibility
This single-file UI fix wraps pull-request badge text in an element to correct baseline alignment across existing sidebar and composer render paths. It is localized, preserves interaction behavior, and does not change defaults, schemas, or static-analysis configuration.
