refactor(web): field controls stop restyling Input, Select, Combobox and Command - #13206

Eligibility
This is primarily a broad UI restyling refactor, but it also changes the shared AutocompleteItem default, automatically altering spacing for all autocomplete consumers. That product-wide default change has a wider visual blast radius than the local control cleanups.
