ApprovabilityVerdict: Not approved Macroscope's review found this PR not approvable — The PR adds usage-limit controls to provider settings and exposes a reset-credit action that can clear provider rate-limit windows and cannot be undone. This is a new user-facing capability with an externally effective action, rather than a display-only change. Not approved because:

What Changed
Why
Provider usage limits and reset credits were available in the broader usage view but were not visible while managing an individual provider. Showing them directly in the provider settings gives users context at the point where they configure and troubleshoot provider access, while reusing the existing usage-limit and reset-credit components to keep behavior consistent.
