perf(server): skip plan bodies in thread summaries - #10341

Eligibility
This is a contained server-side performance optimization that replaces full proposed-plan reads with a metadata-only query while preserving shell-summary selection behavior. It adds targeted coverage and does not alter product defaults, schemas, security-sensitive code, or deployment behavior.
