Eligibility
This is a focused server bug fix that avoids snapshot, Git, and pull-request lookups when both existing settlement options are disabled, while preserving enabled behavior. Regression tests cover startup, timer, merge, and re-enabling scenarios, and product defaults remain unchanged.
