test(web): keep settings viewport comparison private - #10307

Eligibility
This is a narrowly scoped test and encapsulation cleanup: the viewport comparison logic is unchanged, its production caller remains covered indirectly, and no product behavior or defaults are modified. The removed test code runs only in the test harness.
