refactor(server): keep manifest age parsing private - #10028

Eligibility
This is a small, self-contained visibility refactor: the manifest timestamp parser and its production call site are unchanged, while only an unused export and redundant test assertion are removed. No user-facing behavior, defaults, schemas, or deployment configuration are affected.
