  1. deploy a 7.5.0 cluster with 3 tidb instances
  2. do add index
  3. upgrade the cluster during add index to nightly with --with-mock-upgrade

2. What did you expect to see? (Required)

tidb update success

3. What did you see instead (Required)

the mock system ddl be blocked
