Update SQLite3 to 3.48.0 released earlier today

What does this implement/fix?

SQLite Release 3.48.0 On 2025-01-14

Mostly, this release modies the build process of SQLite3: Refactor the "configure" script used to help build SQLite from canonical sources, to fix bugs, improve performance, and make the code more maintainable. We are not affected as we use the source code amalgamation.

The only point interesting for us is the last one: Various obscure bug fixes.
