For now, only building pdo_oci on Windows for PHP 8.3, and running a very minimal smoke test.
Building is not supposed to work because the libraries are missing. Where to get these?

This PR adds CI workflows. It builds on the work done in #9.
Linux workflow builds the extension and run the tests on push and pull request events.
Windows workflow currently only builds the extension on push, pull request and release events. On a new release it also adds the DLL files to the release as artifacts.
