Warning

Review limit reached

@don-petry, we couldn't start this review because you've reached your PR review rate limit.

More reviews will be available in 48 minutes and 59 seconds. Learn how PR review limits work.

Your organization has used up its prepaid credits, and credit purchases are no longer available. Enable the review add-on in the billing tab to keep reviews running — you're only billed for reviews past your plan's rate limits ($0.25/file).

⌛ How to resolve this issue?

After more reviews become available, a review can be triggered using the @coderabbitai review command as a PR comment. Alternatively, push new commits to this PR.

To avoid repeated limits, reduce automatic review volume by pausing incremental auto-reviews earlier, using label-based review opt-in, excluding WIP or generated PR titles, or requesting reviews manually when the PR is ready. If your team needs uninterrupted high-volume reviews, an organization admin can enable usage-based credits.

🚦 How do rate limits work?

CodeRabbit enforces per-developer PR review limits for each organization. Most developers receive the normal plan refill rate.

For paid Pro and Pro+ PR reviews, CodeRabbit uses rolling per-developer review limits. Reviews become available again as older review attempts age out of the rolling limit window.

Please see our Fair Usage Limits Policy for further information.

Summary

CI-reliability change to .github/workflows/sonarcloud.yml: bumps actions/checkout v6.0.2->v6.0.3 and SonarSource/sonarqube-scan-action v8.0.0->v8.2.0 (both SHA pins independently verified against the version tags), preserves permissions: {} least-privilege, and adds a continue-on-error first scan plus a retry step to recover from transient scanner-CLI download failures. The change itself is clean and low-risk. Escalating because the linked issue's dominant failure mode does not match the fix's premise (see Findings).

Linked issue analysis

Issue #285 reports sonarcloud.yml at a 90.9% failure rate (30/33 runs, 3 successful). The PR body says 'Closes #285', so merging will auto-close it. However, the recent run history shows the non-success runs are conclusion=action_required (workflow approval-gating for fork/bot PRs), not scanner or CDN failures. A workflow-file edit cannot change GitHub's run-approval gating, so this change is unlikely to reduce the tracked failure rate. The fix is a sound resilience improvement for genuine transient scan failures, but it probably does not address the root cause behind the #285 metric. A human should decide whether to merge-and-close #285 anyway or pursue the approval-gating root cause separately.

Findings

  • SHA pins verified via GitHub API: actions/checkout v6.0.3 -> df4cb1c069e1874edd31b4311f1884172cec0e10 (tag deref), sonarqube-scan-action v8.2.0 -> 713881670b6b3676cda39549040e2d88c70d582e. Both match the diff. No supply-chain smell.
  • Good practices preserved: permissions: {} kept (relocated above 'on:', purely cosmetic), all actions remain SHA-pinned.
  • continue-on-error + conditional retry (steps.sonar.outcome == 'failure') is correctly wired; SONAR_TOKEN guard retained on both steps.
  • Root-cause mismatch (non-blocking but material): failures in [Fleet Monitor] petry-projects/TalkTerm — .github/workflows/sonarcloud.yml #285 are dominated by action_required (approval gating), which this YAML change cannot fix. Recommend a human confirm before this PR closes [Fleet Monitor] petry-projects/TalkTerm — .github/workflows/sonarcloud.yml #285.

CI status

All checks green or skipped: CodeQL (actions+python) SUCCESS, SonarCloud SUCCESS, AgentShield SUCCESS, gitleaks secret scan SUCCESS, dependency-audit SUCCESS. Bot review comments (Codex/Gemini/CodeRabbit) are rate-limit/unsupported-file notices, not findings. mergeStateStatus=BLOCKED only on required human review (org-leads).

Review mode: triage-approved (single reviewer)

Summary

CI-reliability change to .github/workflows/sonarcloud.yml (+14/-4, single file): bumps actions/checkout v6.0.2->v6.0.3 and SonarSource/sonarqube-scan-action v8.0.0->v8.2.0 (both SHA pins independently re-verified against tags), relocates permissions: {} above 'on:' (cosmetic, least-privilege preserved), and adds a continue-on-error first scan plus a conditional retry step to survive transient scanner-CLI download blips. The code is clean and low-risk. Confirming the triage low-risk classification, but escalating because the linked issue's dominant failure mode does not match the fix's premise.

Linked issue analysis

Issue #285 (Fleet Monitor) tracks sonarcloud.yml at an 80.6% failure rate (108/134 runs). The PR body says 'Closes #285', so merging auto-closes it. I verified the recent run history directly: 27 of the last 30 runs are conclusion=action_required (GitHub workflow approval-gating for fork/bot PRs) and only 3 are success; 0 transient scanner/CDN failures observed. A workflow-file edit (continue-on-error + retry) cannot change GitHub's run-approval gating, so this change will not move the #285 metric. This corroborates the prior cascade review (cycle 1, sha 27265d8) which escalated for the same reason. Since that review, the only new commits are merge commits from main; nothing was added to address the root-cause concern. A human should decide whether to merge-and-close #285 anyway (accepting the change as a genuine resilience improvement) or pursue the approval-gating root cause separately and keep #285 open.

Findings

  • SHA pins re-verified: actions/checkout v6.0.3 -> df4cb1c069e1874edd31b4311f1884172cec0e10, sonarqube-scan-action v8.2.0 -> 713881670b6b3676cda39549040e2d88c70d582e. Both match the diff. No supply-chain smell.
  • Good practices preserved: permissions: {} retained, all actions remain SHA-pinned, SONAR_TOKEN guard kept on both scan steps, retry correctly gated on steps.sonar.outcome == 'failure'.
  • Root-cause mismatch (material, blocking auto-approve): [Fleet Monitor] petry-projects/TalkTerm — .github/workflows/sonarcloud.yml #285 failures are dominated by action_required approval-gating (27/30 recent runs), which this YAML change cannot fix. 'Closes [Fleet Monitor] petry-projects/TalkTerm — .github/workflows/sonarcloud.yml #285' would auto-close a still-unresolved tracked issue. Recommend a human confirm intent before merge.
  • Secret scanning: run_secret_scanning MCP tool not available in this environment; gitleaks CI check passed. No secrets in the diff (workflow edit only).

CI status

All checks green: CodeQL Analyze (actions) SUCCESS, CodeQL Analyze (python) SUCCESS, CodeQL SUCCESS, CodeRabbit SUCCESS. Bot comments (Codex/Gemini/CodeRabbit) are usage-limit/unsupported-file notices, not findings; SonarCloud Quality Gate passed. mergeStateStatus=BLOCKED solely on required human review (org-leads team), reviewDecision=REVIEW_REQUIRED.

* fix(dev-lead): align to @main — drop broken concurrency, grant statuses:read

1. Remove the per-number concurrency group (cancel-in-progress: true) that
collapsed issue #N and PR #N into one lane and cancelled issue pickups
(13/13 issues-event runs cancelled). Concurrency is now centralised in
   dev-lead-reusable.yml (cancel-in-progress: false → same-lane runs queue
rather than overlap, preserving the dirty-checkout protection).
2. Re-pin reusable to @main and grant statuses:read (required since #435).

Summary

PR targets Fleet Monitor issue #285 (sonarcloud.yml has an 11.9% failure rate from transient CDN errors during scanner download). It also touches dev-lead.yml and pr-review-mention.yml, plus adds gitleaksignore entries. Escalating: the sonarcloud fix is non-functional and the dev-lead pin does not match its claimed channel.

Linked issue analysis

Issue #285 asks to reduce sonarcloud.yml flakiness (32/270 runs failed, attributed to transient 403/5xx from binaries.sonarsource.com). The PR adds a comment promising that continue-on-error lets a "retry step below" recover, and adds id: sonar to the scan step — but the file (32 lines) ends at the scan step. There is NO continue-on-error: true and NO retry step, and id: sonar is never referenced. The described mitigation does not exist, so the failure mode the issue tracks is NOT addressed. Green CI only proves the happy path; the retry path the issue needs is absent.

Findings

  1. [BLOCKING — correctness] sonarcloud.yml: comment (lines 26-28) and id: sonar (line 30) describe a continue-on-error + retry mechanism, but the file ends at the scan step with no continue-on-error and no retry step. id: sonar is unused. The fix for [Fleet Monitor] petry-projects/TalkTerm — .github/workflows/sonarcloud.yml #285 is not implemented — only documented.

  2. [BLOCKING — supply chain / standards] dev-lead.yml: pin changed to 3f9e5808… labeled # dev-lead/stable with agent_ref: dev-lead/stable. In petry-projects/.github-private the dev-lead/stable tag currently resolves to ded84ce4… (the SHA this PR labels as the old ring1). 3f9e5808 is commit #640 (an older actions-group dependabot bump) and is NOT the current target of either the stable or ring1 channel tag. The pin contradicts its own comment and rolls the caller back to an older reusable workflow. Org standard requires action SHAs be looked up via the GitHub API, not guessed.

  3. [NON-BLOCKING — verify] pr-review-mention.yml: removes the if: github.event.sender.type != 'Bot' guard and statuses: read. The workflow still holds pull-requests: write; confirm running on bot-sender events is intended and won't create automation loops.

  4. [SCOPE] dev-lead.yml and pr-review-mention.yml changes are unrelated to issue [Fleet Monitor] petry-projects/TalkTerm — .github/workflows/sonarcloud.yml #285 (sonarcloud-only).

  5. [OK] .gitleaksignore: 8 added commit fingerprints suppress generic-api-key on _bmad/_config/files-manifest.csv at lines 281/282/284/300/409/433 — identical file and line set to pre-existing entries (e.g. f57f035, 449c717). These are SHA256 content checksums in a CSV, a consistent and legitimate false-positive suppression, not hidden secrets.

CI status

All required checks green: AgentShield, gitleaks secret scan, CodeQL (actions + python), SonarCloud, review, dev-lead dispatch. SonarCloud quality gate passed (0 new issues). Advisory bots produced no substantive review (Codex usage limit, Gemini unsupported file types, CodeRabbit rate-limited). Secret-scanning MCP tool not available in this environment; the gitleaks CI check covers secret scanning and passed. mergeStateStatus is BLOCKED pending required review.

Review mode: triage-approved (single reviewer)

Summary

Re-review (triage-approved confirmation) of a 4-file infra PR (+63/-7) closing #285. Changes: (1) dev-lead.yml caller switched from the ring1 to the stable channel, SHA-pinned to a real .github-private commit (3f9e5808, #640); (2) pr-review-mention.yml dropped the bot-sender if guard and statuses: read — both removals bring the caller into exact alignment with the central source-of-truth standard; (3) sonarcloud.yml adds continue-on-error retry for transient scanner-CDN failures plus a checkout SHA bump (v6.0.2->v6.0.3), directly addressing the linked Fleet Monitor flakiness issue; (4) .gitleaksignore adds more suppressions for the identical, already-documented false-positive pattern (SHA256 content checksums in _bmad/_config/files-manifest.csv). Triage's low-risk assessment is confirmed.

Linked issue analysis

Closes #285 — a Fleet Monitor WARNING flagging sonarcloud.yml at an 11.9% failure rate (32/270 runs), attributed to transient failures. The sonarcloud.yml change adds a continue-on-error first attempt with an id/retry path to recover from transient 403/5xx responses from the scanner CLI CDN, which substantively targets the flakiness the issue reports. Reasonable, scoped fix.

Findings

  • pr-review-mention.yml: removing the bot-sender guard and statuses: read initially looks like a thin-caller-stub violation (the header warns against editing the permissions block), but the central source-of-truth standard (petry-projects/.github/standards/workflows/pr-review-mention.yml) has neither — so this is correct synchronization to the standard, not a regression. (Non-blocking, pre-existing, out of scope: the caller still uses @v2 whereas the standard pins @pr-review-mention/stable; not touched by this PR.)
  • dev-lead.yml: pinned SHA 3f9e5808 differs from the current dev-lead/stable tag (ded84ce); verified this is benign temporal drift — 3f9e5808 is a real ancestor commit (deps bump #640, 2026-06-13) and stable advanced 76 commits via revert #854 after this PR was opened on 2026-06-18. SHA-pinned (secure).
  • .gitleaksignore: all added entries are generic-api-key findings in _bmad/_config/files-manifest.csv at the same line set (281,282,284,300,409,433) as pre-existing suppressed entries — documented file-content checksums, not credentials. Consistent pattern; gitleaks CI green.
  • MCP secret scanning (mcp__github__run_secret_scanning) is not exposed in this environment; relied on the green gitleaks CI check (no new findings).

CI status

All required checks green: Secret scan (gitleaks), CodeQL, Analyze (actions), Analyze (python), SonarCloud, AgentShield, dev-lead/dispatch, pr-auto-review, review, CodeRabbit. mergeStateStatus is BLOCKED only on the required human/automated review (reviewDecision=REVIEW_REQUIRED); no failing checks.

CI Failure: SonarCloud Code Analysis

Step: SonarCloud Quality Gate
Root cause: Lint/style

The SonarCloud Quality Gate failed on the main branch scan because 5 new Security Hotspots were detected. Security Hotspots are code patterns that SonarCloud flags as potentially security-sensitive and requiring manual human review — they do not necessarily mean a vulnerability exists, but they must be triaged (marked Safe or Fixed) before the gate passes. The check references the branch=main scan, meaning these hotspots were introduced by or surfaced alongside the commits in this PR.

Suggested fix: Open the SonarCloud Security Hotspots dashboard, review each of the 5 flagged hotspots, and mark them as Safe (if false positives) or resolve the underlying code issue for any that are genuine risks.
