P1 Badge Pin reusable workflow to immutable commit SHA

Switching jobs.dependabot-automerge.uses from a full commit SHA to @v1 makes this pull_request_target workflow consume a mutable ref while still inheriting secrets, so a future tag retarget in petry-projects/.github could change executed code in this repo without any local workflow diff and run with APP_PRIVATE_KEY/token privileges. Keep the reusable workflow pinned to a specific SHA to preserve reviewability and supply-chain safety.
