Summary

The watcher could let a generic re-arm resurface wake run before scanning unseen completed-turn markers. During recovery, that postponed the second task context-usage warning and surfaced only check: rearm-resurface.

This keeps recovery and durable wake delivery intact while deferring the generic re-arm wake when an unseen .turn-ended signal needs normal context-warning triage first. The warning is then queued per task before recovery is re-surfaced.

Validation

  • Scoped context-warning regression passed, including the first warning, the second warning after re-arm, and unrelated quiet-worker absorption.
  • tests/fm-watch-arm.test.sh passed.
  • bin/fm-lint.sh passed with pinned actionlint 1.7.12.
  • The full triage suite reaches the scoped regression successfully, but has a repeated unrelated declared-pause fixture race where .wake-queue disappears; that fixture issue is out of scope and unchanged.

Base: fm/fm-upstream-sync-20260818-s1.
