Per issue #200 - .NET CLI Tool NuGet Deployment Failure.
This deprecates the DotNetCli tool as a compilation target. Instead, we are compiling NBench.Runner.exe for all the frameworks we want to support. In order to do so, for now based on my experience, is to explicitly build for debian 8 (which is our CI docker environment). Then package NBench.Runner to include both runtime targets and test them against Akka.
