ci: fix Release CI

What's New?

Bug:

• The Release CI was changed in fix: updates jwx library to use its thread-safe jwks cache #88 to use the PR workflow to run the tests to de-duplicate code.
  • Upon running, the triggered PR workflow was not able to grab the GH secrets so all the tests failed.
  • Additionally the subsequent release job was running in parallel when it should be dependent on the test success.

Fix:

• Set the used PR workflow to inherit secrets
• Set the PR workflow as a dependency of the release job
