refactor: Bump @semantic-release/npm from 13.1.1 to 13.2.0 and npm from 11.18.0 to 11.21.1 - #1945
Development-only security update of the release toolchain, addressing Dependabot alerts that have no Dependabot PR. npm update @semantic-release/npm npm --package-lock-only updates two packages in package-lock.json, each to the newest release within its existing range:
@semantic-release/npm 13.1.1 → 13.2.0 (semantic-release 25.0.9 requires ^13.1.1; 13.2.0 keeps the peer range semantic-release >=20.1.0)
Both are development dependencies (npm ls --omit=dev is empty). They only run in the release job of release-automated.yml (Node 22) and are not part of the SDK. PR CI does not install npm dependencies.
Bundled entries ship inside the npm tarball and can only change with a new npm release. 11.21.1 is the latest npm 11 release, and @semantic-release/npm requires ^11.6.2.
13.2.0: Trusted publishing: add support for CircleCI (semantic-release/npm@fb35b81). Comparing the published 13.1.1 and 13.2.0 packages, the feature consists of a CIRCLECI_PROVIDER_NAME constant in lib/definitions/constants.js, a CircleCI branch in lib/trusted-publishing/token-exchange.js that reads NPM_ID_TOKEN and only runs when publishing from CircleCI, and a CircleCI section in the README, which also drops the next version badge. Apart from package.json (version, dependency ranges, dev tooling, packageManager), nothing else changes.
Packaging: the published 11.21.1 tarball also contains 18 CPython 3.14 bytecode files (__pycache__/*.cpython-314.pyc) under node_modules/node-gyp/gyp/pylib, which the 11.18.0 tarball does not. The bundled node-gyp is 12.4.0 in both, so this looks like a packaging artifact. The files are inert here: with npmPublish: false, the plugin only runs npm version, which never invokes node-gyp, and the release job's npm ci uses the npm that ships with Node.js 22 (10.9.8 in the latest release run).
Dependencies of @semantic-release/npm that move to a new major version:
@actions/core 1.11.1 → 3.0.1: 2.0.0 adds Node 24 support and moves to @actions/http-client 3; 2.0.1 moves to @actions/exec 2; 2.0.3 moves to @actions/http-client 3.0.2; 3.0.0 is ESM-only; 3.0.1 bumps undici.
@actions/http-client 2.2.3 → 4.0.1: 3.0.0 adds Node 24 support; 3.0.1 adds ACTIONS_ORCHESTRATION_ID to the user agent; 3.0.2 moves from undici 5 to 6; 4.0.0 is ESM-only; 4.0.1 bumps undici.
@actions/exec 1.1.1 → 3.0.0 and @actions/io 1.1.3 → 3.0.2: Node 24 support, then ESM-only; @actions/io 3.0.1 exports @actions/io/lib/io-util, and 3.0.2 fixes its lock file version.
read-pkg 9.0.1 → 10.1.0 (nested under @semantic-release/npm; the root 9.0.1 stays for read-package-up 11): 10.0.0 requires Node.js 20 and updates dependencies; 10.1.0 updates dependencies.
normalize-url 8.1.0 → 9.0.1: 9.0.0 requires Node.js 20, adds the customProtocols and emptyQueryValue options and preserves percent-encoded reserved query characters; 9.0.1 fixes removeExplicitPort for localhost.
Breaking Changes
None affecting this repository. Upstream declares these in the dependencies above:
@actions/core 3, @actions/http-client 4, @actions/exec 3 and @actions/io 3 are ESM-only. @semantic-release/npm is an ES Module that imports them, and the plugin loads with the new lock file (see Verification).
read-pkg 10 and normalize-url 9 require Node.js 20. The release job uses node-version: 22. @semantic-release/npm 13.2.0 keeps the Node.js requirement of 13.1.1 (^22.14.0 || >= 24.10.0), and npm 11.21.1 requires ^20.17.0 || >=22.9.0.
Code Changes Required
None. Only package-lock.json changes (+177/−72); package.json is unchanged. Besides the two packages, the lock file:
updates @actions/core 1.11.1 → 3.0.1, @actions/exec 1.1.1 → 3.0.0, @actions/http-client 2.2.3 → 4.0.1, @actions/io 1.1.3 → 3.0.2, undici 5.29.0 → 6.29.1 and normalize-url 8.1.0 → 9.0.1, which only @semantic-release/npm uses;
removes @fastify/busboy 2.1.1, which only undici 5 used;
adds read-pkg 10.1.0 under @semantic-release/npm, with normalize-package-data 8.0.0, hosted-git-info 9.0.3, lru-cache 11.5.3, parse-json 8.3.0, index-to-position 1.2.0, unicorn-magic 0.4.1 and type-fest 5.10.0;
updates the entries bundled in npm listed in the 11.19.0 to 11.21.1 notes above.
Verification
PR CI does not run semantic-release, so the release path was checked locally (Node.js 22.19.0, no credentials). The old and new lock files were installed with npm ci --ignore-scripts, and the installed @semantic-release/npm was called the way semantic-release calls it with this repository's configuration (npmPublish: false):
The plugin loads with both lock files, including the ESM-only @actions/core 3.0.1.
verifyConditions and prepare succeed with both. prepare runs npm version 7.0.4 --userconfig <npmrc> --no-git-tag-version --allow-same-version with the bundled npm. With 11.18.0 and 11.21.1 alike, it writes a byte-identical package.json and changes only the two root version fields in package-lock.json. lib/commands/version.js and the bundled libnpmversion are identical in both npm versions.
read-pkg 9.0.1 and 10.1.0 return identical results for this repository's package.json. Through verifyConditions, they also give the same results or errors for invalid JSON, a missing name, an invalid version, a missing package.json, and shorthand fields (repository, author, bin, string private).
With npmPublish: false and "private": true, the plugin skips npm authentication and publishing. The OIDC token exchange (getIDToken from @actions/core, which uses @actions/http-client and undici) and normalize-url are therefore loaded but never called.
After the merge, release-automated.yml runs npm ci and semantic-release on master. A refactor: commit does not trigger a release, but the plugins still load and run verifyConditions.

🚀 Thanks for opening this pull request! We appreciate your effort in improving the project. Please let us know once your pull request is ready for review.
Tip
Keep pull requests small. Large PRs will be rejected. Break complex features into smaller, incremental PRs.
Use Test Driven Development. Write failing tests before implementing functionality. Ensure tests pass.
Group code into logical blocks. Add a short comment before each block to explain its purpose.
We offer conceptual guidance. Coding is up to you. PRs must be merge-ready for human review.
Our review focuses on concept, not quality. PRs with code issues will be rejected. Use an AI agent.
Human review time is precious. Avoid review ping-pong. Inspect and test your AI-generated code.
Note
Please respond to review comments from AI agents just like you would to comments from a human reviewer. Let the reviewer resolve their own comments, unless they have reviewed and accepted your commit, or agreed with your explanation for why the feedback was incorrect.
Caution
Pull requests must be written using an AI agent with human supervision. Pull requests written entirely by a human will likely be rejected, because of lower code quality, higher review effort and the higher risk of introducing bugs. Please note that AI review comments on this pull request alone do not satisfy this requirement. Our CI and AI review are safeguards, not development tools. If many issues are flagged, rethink your development approach. Invest more effort in planning and design rather than using review cycles to fix low-quality code.

Full details: Engage In Review Feedback
Explanation
The prior failure remains valid. The authoritative PR diff changes only package-lock.json; .github/workflows/release-automated.yml still sets node-version: 22, and the reviewed head has no later fix commit. The thread is marked resolved, but the supplied review data does not show prior engagement or reviewer retraction. A resolved status alone does not satisfy the required engagement.
Resolution
Engage in the review discussion. Then either commit a workflow change that pins Node.js to 22.14.0 or newer, or obtain and record the reviewer’s agreement that the finding is invalid and retract it.
Full details: Security Check
Explanation
The updated lockfile still installs a known high-severity vulnerable dependency. node_modules/npm/node_modules/undici changes from 6.27.0 to 6.29.0 and is marked inBundle: true; the supplied GitHub advisory identifies >=6.23.0, <6.29.1 as affected, so 6.29.0 remains vulnerable. The release workflow runs npm ci and npx semantic-release, and @semantic-release/npm depends on npm. The separate root undici update to 6.29.1 does not patch npm's bundled copy.
Resolution
Use an npm release that bundles undici 6.29.1 or later, or defer this update until such a release is available. Verify the installed npm tarball contains the patched bundled dependency; a root lockfile override cannot reliably patch an inBundle copy.
