Backports the networking from master to v0.2, so that it is identical.
This supposedly doesn't fix much, but at least we will have a unique version of libp2p everywhere.
I just copy-pasted the content of
network-libp2pfrom master to v0.2, and updated the CLI crate.Also includes a small libp2p fix.
