Add manual dispatch trigger for docker builds#4981

Ideally this would be unified with the existing docker workflow but i was unsure how to deal with merging the inputs from both the dispatch trigger and the release event |

For the time being, this should be merged (and then improved later) so that we can publish 0.9.17 docker images |
