…ates release activity (#11652) This PR adds an new step to the Publish Crates flow, that will restore crates Cargo.toml files to intial state before release and keep only bumped version in there to simplify post crates activity we used to run before, to aligne with the pipeline checks. partially address: paritytech/release-engineering#291 (cherry picked from commit 387a7e2)
