We want to have a general command line interface:

for the ramp-wokflow (which should be renamed ramp-sdk), we want to have the testing tools ramp test submission --***
for the ramp-engine (which should be renamed ramp-launcher or something like that), we want to be able to launch the RAMP dispatcher ramp launch --config config.yml
for the ramp-database, we could get access to the apito get information to the databaseramp database get_submission --state new`
