Fix: Pin pylint to the last functioning release to unblock contributions

Before this PR

All new runs of CI would pick up pylint major version 3, which is incompatible with the release of pytest-pylint we're relying on causing:

This is because in pylint-dev/pylint@3318aa0, the PYLINTRC constant was deleted.
