It's especially bad when multiple things happen simultaneously in the same tile.

Effect visualizers don't know anything about each other and just generate a bunch of hate::Actions.
Visualizers must generate some Zemeroth-specific enum wrappers for hate::Actions which will take text overlapping into account (at least when created in the same position at the same time).
