After the first hot update, a literal-only edit gets the first update's .js.map id and sourcesContent.
The key hashes the file paths and the VLQ mappings only (src/runtime/bake/dev_server/finalize.rs:1020). A literal edit keeps the mappings, so the key repeats.
Fix
The key now hashes, per chunk part, a tag byte and: the VLQ plus the escaped source for a part with a map, the line count for a part without one.
That is every field Entry::render_json emits. A byte-identical re-save still reuses the entry.
Verified: test/bake/dev/sourcemap.test.ts, two new tests (both fail on bun 1.4.3). Also hot.test.ts, bundle.test.ts, hmr-socket-protocol.test.ts.
Background
SourceMapStore keeps one Entry per key. Sockets ref and unref it. The .js.map route and the error overlay look it up by key.
A file with no mappings (a .txt import) stores only its line count, which offsets every part after it.
One extra XxHash64 pass over each rebuilt file's escaped source per hot update: about 5 us per 100 KB (median of 7 runs). perf, valgrind and bloaty are missing here.
A literal-only edit now retains its entry until the socket closes, as a mapping-changing edit already does. 50 edits of a 100 KB file: 5.34 MB here, 308 KB (stale) on main, 5.29 MB on main with a mapping change.
50 byte-identical re-saves: 2 entries, 308 KB, on both.
Notes
Measurements use the debug build with the MemoryVisualizer frame (source_maps bytes and entry count), one socket subscribed to hot updates, before and after 50 saves of src/main.ts (100 KB string literal plus a short module). Main is 9b8347a with this PR's finalize.rs reverted, same build otherwise.

The second test writes data.txt and re-saves App.tsx in one batch. The bundler does not order the parts of a chunk, so the test compares the set of sources and the set of mappings strings, not positions. On bun 1.4.3 it sees 1 or 2 map URLs for 3 saves. On this branch it sees 3.
The pre-rewrite Zig DevServer.zig had the same key shape, so this is not a regression of the Rust port.
The server-side HMR chunk (finalize.rs:671) renders its source map once and does not use the store, so it is not affected.

The HMR chunk source-map cache key was derived only from the VLQ mappings, so an edit that changed just a string literal left the mappings identical and the dev server kept serving the source map generated for the first update, complete with its stale source content. The fix rebuilds the key from every field the source-map store entry actually holds per part, namely the source path, the variant tag, and either the VLQ mappings together with the escaped source content or the line count for parts without mappings. Any change in source text or line count now produces a distinct map URL and a f…
The dev server keyed each HMR chunk source map by a hash of the file
paths and the VLQ mappings. An edit that does not move a mapping (a
string literal, a comment) produced the same key, so the store reused
the first entry and served its stale sourcesContent.
The key now also covers the escaped source of each part and the line
count of parts without a map, which is everything the rendered source
map contains.

Explanation
Issue #47086 requires each HMR patch to use current source content in its source map. The reported implementation adds source content and unmapped-part line counts to the per-part key. The focused tests verify distinct map URLs and updated sourcesContent for literal edits, distinct mappings for line-count edits, and key reuse for identical bytes.

Beyond the inline findings, I checked the key against Entry::render_json in src/runtime/bake/dev_server/source_map_store.rs: quoted_contents() is the exact slice it pushes into sourcesContent, the end_state it threads between parts is derived from the same VLQ bytes already hashed, and LineCount is GenericIndex<u32, _> so to_le_bytes() is a fixed 4-byte width. The | 1 bottom-bit step is unchanged from the base and only reserves odd keys.
Extended reasoning...
The change rewrites the XxHash64 source-map key in finalize_bundle to hash a tag byte plus VLQ and escaped contents for mapped parts, the u32 line count for unmapped parts, and a tag for none; two devTest cases cover literal-only edits and line-count shifts. No security-sensitive surface is touched. Two confirmed inline findings (chunk-part ordering in the second test, unbounded entry growth for literal-only edits) already signal a human look, so this note only records the hash-coverage checks that were ruled out.

Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.
LGTM. The latest commit drops the order-dependent mappings.size assertion I flagged earlier, so the second test now only asserts what the key change guarantees in any chunk-part order; the remaining inline comments are nits.
Extended reasoning...
The change is a single ~15-line hunk in src/runtime/bake/dev_server/finalize.rs that extends the HMR chunk source-map key to an exhaustive match over the three packed_map::Shared variants, plus two new devTests in test/bake/dev/sourcemap.test.ts. I checked the hashed inputs against Entry::render_json in source_map_store.rs: file keys feed sources, vlq() determines mappings and end_state, quoted_contents() feeds sourcesContent, and LineCount shifts later parts' generated lines, so every emitted field is now covered and a byte-identical re-save still collides to the same key. No security-sensitive surface is touched; the files have no CODEOWNERS entry. The prior-review test fragility was addressed by commit 3c15259, the earlier coderabbitai and github-actions comments were each followed by a commit that plausibly addressed them, and the only open items are two test nits, which decided approve over defer.

LGTM — the latest push resolves the helper duplication, and the key fix itself checks out.
What was reviewed:
Compared the new hash against take_source_map (incremental_graph.rs:1994-2007) and Entry::render_json/join_vlq: the key now covers exactly what the entry stores per part (path, variant, VLQ + escaped source, or line count); end_state is derived from the VLQ so it needs no separate input.
Checked that the VLQ/escaped-source boundary is unambiguous (VLQ is base64/,/;, escaped source starts with "), so same-tag inputs cannot alias.
The line-count test's mapUrls.size assertion holds in any chunk part order since the count is hashed regardless of position.
Extended reasoning...
The change replaces the HMR chunk source-map cache key in src/runtime/bake/dev_server/finalize.rs with one that hashes every field the SourceMapStore entry stores (tagged per packed_map::Shared variant), and adds two devTest cases in test/bake/dev/sourcemap.test.ts plus a shared sourceMappingUrl helper. It touches no security-sensitive surface; it is a dev-server-only cache-key fix. The Rust hunk is about 20 lines, I verified it matches the fields take_source_map copies into the entry, the earlier ordering concern was addressed by dropping the mappings comparison, and the only open thread is a test-quality nit. No CODEOWNERS entry covers the changed paths and the hunt ran dry rather than hitting a bound.
