install --analyze: do not take a CSS or HTML URL for a package - #46739
bun install --analyze, bun add --analyze and bun create <component> install a package for a URL in CSS or HTML. url(images/bg.png) installs images from npm. <img src="photo.webp"> asks for photo.webp, and the 404 stops the install.
bun install --analyze --lockfile-only and bun add --analyze --lockfile-only, release builds of main and of this branch, a loopback registry that answers every name. Each entry imports bar. The local file exists unless the row says that it does not.

13 rows are wrong on main, 3 on this branch (the @import and composes rows).
bun 1.4.3 took a name only when the whole path was a package name, so it was right on the rows with a / and wrong on bg.png, photo.webp, site.webmanifest, other.css and other.module.css.
bun create ./App.tsx with url(images/bg.png) and url(icon.svg) in App.css: main runs bun --only-missing install -- images icon.svg react-dom@19 react@19. This branch runs it with react-dom@19 react@19.
Why only the Url kind
A url() target and a page asset are files that the bundler copies. They import nothing, so the scan loses no package when it does not read them.
An @import or composes path without ./ can be a package (@import "tailwindcss", @import "normalize.css/normalize.css") or a file next to the stylesheet. Only a file lookup can tell. A rule by spelling would stop the install of real packages, and a dropped name would hide the imports of the stylesheet behind it.
A scoped url(@scope/name/file) stays a package, as 1.4.4 reads it. A directory that starts with @ next to a stylesheet is rare.
A <link rel="stylesheet"> or a <script src> is not a Url record. With styles.css and app.js next to the page, the HTML scanner resolves both and the scan adds nothing for them. With no such file the name is a package, as <link rel="stylesheet" href="tailwindcss"> in the docs. This PR keeps that rule.
Measurements (Linux x64, release builds of main 179664e and of this branch)
Release binary: text 107,582,646 to 107,582,902 bytes (+256, size). Stripped file: 107,730,656 bytes in both.
BundleV2::get_all_dependencies: 1,153 to 1,183 bytes (nm -S). It runs one time for each scan, and not in bun build or at run time. The scan pays one more compare for each external import record.
The resolver change, which needs a decision
The cause of the whole class is in the resolver. With packages = external, Resolver::resolve_and_auto_install (src/resolver/resolver.rs:1237) calls a path without ./ a package before any lookup. Without packages = external, a CSS or page asset path is a file next to its importer first, and a package second. esbuild has the same order with --packages=external (checked with 0.21.5 and 0.25.1, and 0.18.6 has the order of bun).
A first version of this fix made the resolver look next to the importer first for these import kinds. It is on the branch robobun/ea64e0ba/resolver-css-path-beside-importer (2 commits on 5c6d4e2, with 25 test cases). It is not in this PR, for these reasons:
It changes the output of bun build --packages=external and Bun.build({ packages: "external" }) with no flag. A stylesheet with @import "other.css", url(images/bg.png) or url(fonts/x.woff2) gets those files bundled, copied or inlined, where main keeps the paths as written. No issue asks for that change.
Its review found faults in that version. An exact --external images is not checked before the file lookup, so url(images/bg.png) is inlined where main keeps it (--external 'images/*' keeps it). Its second commit repeats the ENAMETOOLONG change of open PR bundler: resolve a percent-encoded CSS url() or @import by its decoded path #46511. The review also reported that the shortcut through the cached directory listing can give a different answer from run to run for a stylesheet that a plugin resolves. Two probes of mine did not reproduce that.
The review asked for this PR first. Its wording kept a lone name such as url(bg.png) as a package, as 1.4.3 did. This PR drops that too: a lone name in a url() or in <img src> is a file name, and it is the photo.webp case above.
Measured on that branch: the scan is right on 12 of the 13 rows (a path with no file still names a package), bun test --changed follows a stylesheet to theme.css and images/bg.svg, and bun create finds tailwindcss behind @import "theme.css".
The question for a maintainer: may a path without ./ in CSS or HTML resolve to a local file under packages = external?
Yes, for the scans only: the same lookup behind a switch that --analyze, bun create and bun test --changed set.
No: the three rows above stay, and ./ is the workaround.
Other open PRs
install --analyze: read the import records before the link #46602 has the case it.failing("bun add --analyze reads a URL without ./ in an HTML page as a file beside the page"). With this PR the scan gives the wanted result there, so that case must become it in the PR that lands second. The analyze() helper is the same text in both PRs.
Release builds of main and of this branch: the 9 new cases (main: 7 fail, 2 pass. This branch: 9 pass). The 2 that pass on main are the case for the packages that must still be added and the it.failing case.
`bun install --analyze`, `bun add --analyze` and `bun create <component>`
install the package names of the import records that stay external in
their scan. Since #45307 the scan takes the first path segment of each
record, so `url(images/bg.png)` in a stylesheet installed the npm package
`images`. A lone name such as `<img src="photo.webp">` was a package
before that change too, and a 404 for it stopped the install.
A `url()` token and the URL of a page asset name a file. The scan no
longer takes a package from them, except from a scoped path
(`@scope/name/...`).
CI for de7b69d (build 131997): 179 jobs passed. The 2 macOS x64 test jobs did not run. They expired in the queue two times with no agent (13:05 and 14:05 UTC) and are queued again. The builds of other branches from the same hours (132048 to 132058) have those 2 jobs in the queue too.

Nothing blocking. The comments below are optional suggestions. There is no need to push a fix for them before merging.
Beyond the inline findings, I also traced every producer of ImportKind::Url to check the new clause's blast radius: it is set only by the CSS url() paths (src/css/values/url.rs, src/css/values/image.rs, src/css/properties/custom.rs) and the HTML asset attributes in src/bundler/HTMLScanner.rs, so JS/TS import specifiers (including new URL(...)) and CSS @ import records are not affected by the filter at src/bundler/bundle_v2.rs:4427.
Extended reasoning...
The change adds one condition to the --analyze dependency scan in src/bundler/bundle_v2.rs so unscoped ImportKind::Url records are not taken as package names, plus tests in test/cli/install/bun-add.test.ts. No security-sensitive surface is touched. Inline findings already cover the behavioral regression for unscoped package assets and the test issues, so this note only records the producer trace that was ruled out.

The row no longer depends on port 1 being closed. It also clears
BUN_OPTIONS, because `bun create` prints a CA store flag from it in the
install line.
The row for the packages that must still be added now uses
`<link rel="stylesheet" href="tailwindcss">`, the form in the docs, and a
package name with a dot in `@import`.
The bun create case uses a registry on port 0 that answers 404, and it clears BUN_OPTIONS.
The case for the packages that the scan must still add uses <link rel="stylesheet" href="tailwindcss">, the form in the docs.
The comment on the new condition is one line.
Not changed: the scan does not look for a file before it drops an unscoped url() name, and the bun create case stays in bun-add.test.ts. The reasons are in the review threads.

I re-reviewed the two follow-up commits and found no bugs; the remaining question is the product rule itself (an unscoped url() path never names a package), which the description leaves to a maintainer, so a human look is still worthwhile.
What was reviewed:
The one-line condition at src/bundler/bundle_v2.rs:4426 against the ImportKind::Url producers (CSS url() in src/css, HTML img/video/source/manifest/icon handlers in src/bundler/HTMLScanner.rs) — <link rel="stylesheet"> and <script src> are At/Stmt, so they stay package candidates as the positive test asserts.
The bun create case now uses a Bun.serve({ port: 0 }) 404 registry and clears BUN_OPTIONS, which closes the earlier CA-flag concern; the positive case no longer certifies a file-looking <link href> as a package.
The analyze() helper's absent 404 filter and files fixture writing — pipes are drained with Promise.all and the old call sites keep their defaults.
Extended reasoning...
The diff adds one condition to the --analyze dependency scanner in src/bundler/bundle_v2.rs so ImportKind::Url records (CSS url(), HTML asset attributes) are not recorded as npm package names unless scoped, and extends test/cli/install/bun-add.test.ts with a url()/HTML matrix, an HTML entry-point case, a positive case, an it.failing case for bare @ import, and a bun create end-to-end test. It touches no security-sensitive surface; the scan only decides which names are installed from the configured registry. Two commits since the prior review addressed the BUN_OPTIONS leak and the port-1 registry, and no CODEOWNER covers these paths. Defer rather than approve because the change deliberately trades one input class (unscoped url(pkg/...) that 1.4.4 installed) for another, and the PR description itself asks a maintainer to decide the broader resolver question.
