What does this PR do?

bun run build:local (--webkit=local) compiles the WebKit checkout in bun's own ninja graph, like every other vendored dependency, instead of running WebKit's cmake as a nested build. This is the WebKit half of #41330, brought back for local WebKit builds only.

CI and every profile that is not -local keep linking the prebuilt bun-webkit-* tarballs. For eight prebuilt configurations (debug, release, release-asan, ci-build, macOS arm64/x64 cross, --archiveDeps, --local-deps=mimalloc=…), configured with main's scripts and with this branch's in the same directory, compile_commands.json and every file configure writes are byte-identical. build.ninja differs in three unused rule definitions removed (dep_configure, dep_build, dep_prebuild), one added (dep_gen), and cmake.ts in the reconfigure edge's inputs.

What is taken from #41330

  • deps/webkit.ts: bmalloc, WTF and JavaScriptCore as source groups with WebKit's flags on top of bun's dep-global flags, the cmakeconfig.h table, every DerivedSources generator as a step, the LLInt extractor chain, forwarding stubs for <JavaScriptCore/X.h> / <bmalloc/X.h>, a PCH for JSC.
  • source.ts: DirectBuild.groups and .steps (generators, target executables), consumerOutputs (generated headers are order-only for bun's compiles, so regenerating one recompiles its includers, not the PCH).
  • The jsc shell and testFFI as on-request targets next to bun (bun run build:local --target=jsc). jsc:build* build the shell, as they did.

Not taken: ICU in the build graph, fetching WebKit, macOS/Windows cross builds of WebKit, anything in CI. ICU is what local mode used before (system ICU on Linux, the SDK's on macOS, build-icu.ps1 on Windows, $BUN_ANDROID_ICU_ROOT on Android).

What is different from #41330

That PR kept 5,340 lines of checked-in file lists plus a 1,872-line snapshot of WebKit's CMake, because the tree was fetched by a ninja edge and so was not there at configure. CI compiled it, so a stale list failed a PR. Neither holds here: a local checkout is on disk at configure, it is at whatever commit someone is working on, and CI never builds it. So the lists are read from the checkout:

  • scripts/build/cmake.ts parses WebKit's CMakeLists.txt / PlatformJSCOnly.cmake and evaluates the statements that assign variables (set, list(APPEND|REMOVE_ITEM), if/elseif/else, include) with the platform switches and the option table as variables. That yields WTF_SOURCES, bmalloc_*, JavaScriptCore_PRIVATE_FRAMEWORK_HEADERS, the LUT/builtins/inspector inputs and the include directories for the target. A condition it does not implement is an error with file:line, not a guess. It takes 8 ms for the three libraries.
  • JSC's translation units come from Sources.txt through WebKit's own generate-unified-source-bundles.py, run at configure as WebKit's cmake does.
  • Those files are inputs of the reconfigure edge.

Adding, removing or moving a file in WebKit needs no change in bun. Still restated by hand, and checked by nothing: the generator commands, WebKit's compiler flags, and the option values. In the month since #41330 those drifted by one flag (-fwrapv, added here) and five all-zero option rows. scripts/build/CLAUDE.md and /upgrade-webkit say what to diff on an upgrade.

Also

  • Nested cmake had no other user, so NestedCmakeBuild, preBuild, its three rules and the ranlib / mt toolchain fields go. cmake itself stays a required tool (ci.ts zips with cmake -E tar).
  • --webkit=local is now a --local-deps entry ($BUN_WEBKIT_PATH, else vendor/WebKit), and --local-deps=WebKit=<path> on any profile means the same for one build.
  • macOS targets from another host with --webkit=local are refused with a message (they need Xcode's mig).
  • Windows: build-icu.ps1 is run with pwsh instead of powershell. Windows PowerShell started from pwsh (which build.ts runs under) inherits its PSModulePath and fails on Get-FileHash.

How did you verify your code works?

WebKit at the pinned 1600131e46b5, in a sparse worktree of Source/{JavaScriptCore,WTF,bmalloc,cmake}.

Against the nested cmake build of the same tree (Linux x64, debug+ASAN): same set of translation units; every file in DerivedSources/ byte-identical (LLIntAssembly.h, CombinedDomains.json, the unified bundles, all .lut.h); same names in the three framework header directories; cmakeconfig.h has the same set of defines, for release-local too. Compile flags diffed per file: -fwrapv was the one semantic difference.

Linux x64, 32 threads, ccache off, debug-local nested cmake this PR
from scratch 117.7 s 96.6 s
touch runtime/JSObject.cpp 32.5 s 9.5 s
edit runtime/JSObject.h 80.0 s 53.1 s
nothing changed 0.7 s 0.7 s

Built and run:

debug-local release-local jsc testFFI
Linux x64 yes yes, also --lto=on (jsc) and --asan=off runs test passes
macOS arm64 yes (2:11 from scratch) yes (3:22) runs links
Windows x64 yes (423 s with ICU's msbuild) not built runs 1,509,851 checks pass
  • test/internal passes with the Linux debug-local binary (717 pass, 0 fail).
  • Incremental: a comment in a LUT source regenerates its .lut.h and recompiles one bundle; a file added to Sources.txt is picked up by bun run build:local, and its removal by a bare ninja through the reconfigure edge.
  • An existing nested-cmake build/debug-local migrates in place and reaches "no work to do".
  • New tests, configure-time only: test/internal/build-cmake-lists.test.ts (parser and evaluator) and test/internal/build-local-webkit.test.ts (which profiles compile WebKit; the spec for a miniature checkout on two targets; the edges groups/steps emit).

Not verified: Android and FreeBSD targets with --webkit=local, Linux arm64, musl, Windows arm64, Windows release-local.

Found on the way, not fixed here: build-icu.ps1 at the pinned WebKit commit does not parse ("… not $ICU_VERSION: removing it" reads as a scoped variable), so build:local on Windows fails on main as well. The Windows run above had ${ICU_VERSION} patched into the scratch checkout. That is a one-line fix in oven-sh/WebKit.

Walkthrough

The build system replaces nested CMake builds for local WebKit with direct Ninja graph generation. It adds CMake list evaluation, WebKit source and code-generation steps, standalone JSC targets, local checkout configuration, tests, and updated build instructions.

Changes

Local WebKit build

Layer / File(s) Summary
Resolve local WebKit configuration and CMake lists
scripts/build/config.ts, scripts/build/tools.ts, scripts/build/cmake.ts, test/internal/build-cmake-lists.test.ts, test/internal/build-local-webkit.test.ts
Configuration selects local WebKit paths and checks cross-compilation settings. The new CMake parser and evaluator read source lists and conditional branches. Toolchain configuration removes ranlib and mt.

Direct builds now support source groups, generator and executable steps, generated-header dependencies, captured generator output, and configure inputs. Dependency rule names and build documentation reflect the direct graph.
Describe and build WebKit in the direct graph
scripts/build/deps/webkit.ts, scripts/build/deps/README.md, scripts/build/CLAUDE.md, test/internal/build-local-webkit.test.ts
Local WebKit builds use checkout source lists to define platform-specific compile groups and generators. Tests cover checkout configuration and generated Ninja edges.
Emit standalone JSC targets and update build instructions

Local WebKit builds now run inside Bun's main build graph, and prebuilt builds behave as before. Two small issues remain. A new test will fail on Windows machines. A future WebKit update that uses an unsupported list() form could also produce a wrong source list without any error. Both are worth fixing but do not block merging.

🎯 Functional Correctness | 🔵 Trivial | ⚡ Quick win

Raise an error for an unsupported list() subcommand in a live branch.

The module header states that "A condition it cannot decide is an error, never a guess". The list branch does not follow that rule. It handles only APPEND and REMOVE_ITEM and ignores every other subcommand without a message. Examples are PREPEND, INSERT, FILTER, TRANSFORM, REMOVE_DUPLICATES and REMOVE_AT.

Suppose a WebKit upgrade edits WTF_SOURCES or JavaScriptCore_PRIVATE_FRAMEWORK_HEADERS with list(FILTER … EXCLUDE REGEX …) or list(TRANSFORM … PREPEND …). evaluateCMake() then returns the unedited list. The build compiles extra files or misses some, or the header stubs are wrong. The resulting compile or link error does not point to cmake.ts. A clear error is safer, and it uses the same hint pattern as condition().

Read-only subcommands (LENGTH, GET, FIND, JOIN) set other variables. Treat them the same way, or support them explicitly if WebKit's lists use them.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Fix the path expectations so they pass on Windows.

resolveConfig() sends both the BUN_WEBKIT_PATH value and the --local-deps path through expandLocalPath(), which calls resolve(cwd, path). On Windows, join("/somewhere", "WebKit") gives \somewhere\WebKit, which has no drive letter. resolve() then adds the current drive and returns C:\somewhere\WebKit. The expected value is still the unresolved join() result, so the toBe checks on Line 83 and Line 97 fail on a Windows host.

Neither test has a skipIf(isWindows) guard, although the file uses isWindows elsewhere. Build the expected value with resolve() so it matches what config produces on every host.

Findings marked 🟡 are optional suggestions and need no follow-up push.

Additional findings (outside the current diff — GitHub can't attach inline comments there):

  • 🟡 scripts/build/ninja.ts — nit: Ninja.always() is dead code after this PR. Its only caller was emitNestedCmake's buildImplicits.push(n.always()), which this diff deletes, and a repo-wide grep finds no other use; its docstring still describes nested cmake/cargo builds. Fix: remove always() (ninja.ts:435-452) in the same PR that removes its caller, as REVIEW.md asks for superseded helpers.

    Why this was flagged

The diff removes emitNestedCmake from source.ts, the sole caller of n.always() (old source.ts:1341 buildImplicits.push(n.always())). A repo-wide grep for always() now matches only the definition at ninja.ts:443 and an unrelated GitHub Actions if: always(). The method and its comment (ninja.ts:435-442, "Useful for nested builds (cmake/cargo)") stay in the tree with nothing reaching them. No runtime consequence; a maintenance cost the review guidance names explicitly.

Verification: nit. Triggering condition: unconditional — the method is simply unreachable after this diff. At the base commit the only caller of Ninja.always() was scripts/build/source.ts:1341 (buildImplicits.push(n.always());), which this PR deletes. At HEAD a repo-wide grep for always( matches only the definition at /home/claude/bun/scripts/build/ninja.ts:443. No runtime consequence.

🔴 Anyone passing --local-deps=WebKit=<path> with a named profile (every bun bd / build:* script, and the default debug) gets a configure error, not a local WebKit build. At config.ts:1029 partial.webkit wins, and every profile in profiles.ts sets webkit: "prebuilt", so the mode stays prebuilt while localDeps.WebKit is set. depSource at source.ts:760 then throws "only github-archive deps can be redirected" with the hint "Drop --webkit=prebuilt", a flag the user never passed. Fix: an explicit WebKit entry in --local-deps must select local mode over the profile's default on every profile (e.g. localDeps.WebKit !== undefined ? "local" : (partial.webkit ?? "prebuilt"), or only let an explicit CLI --webkit= override it), with a test built on getProfile("debug").

Why this was flagged

A developer runs bun bd --local-deps=WebKit=~/WebKit (build.ts:497 defaults profile to "debug" when none is given). configure.ts:311 partialOf() spreads getProfile("debug") first, and profiles.ts:34 sets webkit: "prebuilt", so partial.webkit is "prebuilt" for every profile that exists. config.ts:1029 computes webkit = partial.webkit ?? (...), so the localDeps fallback never applies and cfg.webkit stays "prebuilt" with cfg.localDeps.WebKit set. depSource at source.ts:756-761 asserts source.kind === "github-archive", failing with "--local-deps: WebKit has a prebuilt source; only github-archive deps can be redirected" and the hint "Drop --webkit=prebuilt: a WebKit checkout is built with --webkit=local". The base branch had no --local-deps=WebKit path at all, but this PR's deps/README.md advertises "--local-deps=WebKit=<path> on any profile means the same for one build"; the only passing case is the test at test/internal/build-local-webkit.test.ts:94, which calls resolveConfig with no profile, a configuration no entry point produces.

Verification: config.ts:1029 const webkit = partial.webkit ?? (localDeps.WebKit !== undefined ? "local" : "prebuilt"); — the ?? fallback never fires, so cfg.webkit stays "prebuilt" while cfg.localDeps.WebKit is set. Base already rejected --local-deps=WebKit with a different hint, so this is a new advertised feature that does not work through the CLI, plus a misleading error message.

const saved = process.env.BUN_WEBKIT_PATH;
try {
process.env.BUN_WEBKIT_PATH = join("/somewhere", "WebKit");
expect(linux({ webkit: "local" }).localDeps.WebKit).toBe(join("/somewhere", "WebKit"));

🔴 Windows CI's test-bun lane will fail on this new file: three assertions assume POSIX path shapes. expandLocalPath runs resolve(cwd, path) (config.ts:1570), so on Windows \somewhere\WebKit comes back as C:\somewhere\WebKit and the toBe(join("/somewhere", "WebKit")) at line 83 (and line 97) fails; at line 290 short() compares a forward-slashed #include path against backslash bases and never matches. Fix: make every path comparison in this file separator- and drive-independent (compare with resolve()d expectations or normalize both sides with replaceAll("\\", "/") before startsWith), or skipIf(isWindows) the affected tests.

Why this was flagged

test/internal/*.test.ts runs in every platform's test-bun step, Windows included (.buildkite/ci.ts:890 excludes only source-lints). On a Windows host, test/internal/build-local-webkit.test.ts:82 sets BUN_WEBKIT_PATH to join("/somewhere", "WebKit") = \somewhere\WebKit; resolveConfig passes it through expandLocalPath (scripts/build/config.ts:1568-1571), which calls resolve(cwd, path); node's win32 resolve prepends the cwd's drive, giving C:\somewhere\WebKit, so the toBe at line 83 fails. Line 95-97 does the same and fails identically. In the "framework headers" test (line 280-298), frameworkHeaders writes #include "${h.replaceAll("\\", "/")}" (scripts/build/deps/webkit.ts:899); short() (line 210-221) tests p.startsWith(base) where base is a join()ed backslash path, so no base matches and the full absolute path is returned, failing the toEqual at line 290. The base branch has no such file, so this is a new red test on Windows CI that only skipIf/normalization fixes; the author added isWindows handling to the other describe but not to these three assertions.

Verification: test/internal/build-local-webkit.test.ts:82-83 sets BUN_WEBKIT_PATH = join("/somewhere", "WebKit"). config.ts:1524-1526 expandLocalPath returns resolve(cwd, path), so the value is C:\somewhere\WebKit: assertion fails. scripts/build/deps/webkit.ts:899 writes forward-slashed #include paths; short() tests p.startsWith(base) against backslash bases, so the toEqual at line 290 fails.

🔴 A --pgoGenerate=<dir> build with --webkit=local now fails at the link of LLIntSettingsExtractor, so no bun binary is produced where the base built one. The WebKit objects are compiled with -fprofile-generate from globalFlags (flags.ts:595), but computeTargetLinkFlags at flags.ts:1916 takes only toolchain: true entries and the link-side -fprofile-generate row at flags.ts:972 is not one, so the extractor, jsc and testFFI links lack the profiling runtime. Fix: mark the PGO link rows (flags.ts:972, 977) toolchain: true, or otherwise make every executable for the target link the runtime its objects were instrumented for, while leaving bun's own link (computeFlags) unchanged.

Why this was flagged

A developer runs bun run build:local --pgoGenerate=/tmp/prof. computeDepFlags (flags.ts:1903) returns globalFlags, which include -fprofile-generate=<dir> when c.unix && !!c.pgoGenerate (flags.ts:595-597), so every bmalloc/WTF/JSC object, including LLIntSettingsExtractor-obj (webkit.ts:1335-1343), is instrumented and references __llvm_profile_runtime. source.ts:1467 links the exe steps with computeTargetLinkFlags(cfg) only; flags.ts:1916-1924 keeps a linkerFlags entry only when f.toolchain is set, and the row described as "IR PGO: link profiling runtime" (flags.ts:971-975) has no toolchain: true. clang then does not add libclang_rt.profile and lld reports undefined __llvm_profile_runtime; LLIntAssembly.h (webkit.ts:1397-1413) depends on that exe, so the bun link never runs. On the base branch emitNestedCmake forwarded -fprofile-generate in CMAKE_CXX_FLAGS, which cmake also puts on its executables' link lines, so the same command built.

Verification: Triggered when a unix --webkit=local build is configured with --pgoGenerate=<dir>. The exe steps are linked with computeTargetLinkFlags(cfg) (source.ts:1467), which keeps only rows with toolchain: true (flags.ts:1919). The PGO row at flags.ts:971-975 has no toolchain: true, so clang is never told to add libclang_rt.profile and the LLIntSettingsExtractor link fails on undefined __llvm_profile_* symbols.

🟡 (optional) Anyone building with --webkit=local can get a wrong file list, silently, if a WebKit CMake condition mixes AND and OR without parentheses. In scripts/build/cmake.ts:326-343 and() binds tighter than or(), so A OR B AND C is read as A OR (B AND C); cmake evaluates AND and OR with equal precedence, left to right, so it means (A OR B) AND C. The test test/internal/build-cmake-lists.test.ts:115 locks in the non-cmake result. Fix: evaluate AND/OR as one left-to-right chain of equal precedence (or treat a mixed unparenthesized chain as an unsupported condition and fail, as the module does for other conditions it cannot decide), and correct the test expectation to false.

Why this was flagged

A WebKit CMakeLists.txt or PlatformJSCOnly.cmake read by webkitLists() (scripts/build/deps/webkit.ts:581) contains if (X OR Y AND Z) without parentheses. evaluateCMake's condition parser (scripts/build/cmake.ts:326-343) parses or() over and(), giving X OR (Y AND Z). cmake's if() evaluates AND and OR at the same level left to right, giving (X OR Y) AND Z. With X=ON, Y unset, Z=OFF the module takes the branch and cmake does not, so a list(APPEND WTF_SOURCES ...) or JavaScriptCore_SOURCES entry is added or dropped relative to what the nested cmake build on the base branch compiled. The module's stated safeguard — "A condition it cannot decide is an error, never a guess" (cmake.ts:14-15) — does not apply because the condition parses without error; test/internal/build-cmake-lists.test.ts:115 asserts A OR B AND C with only A set is true, which is the opposite of cmake's result, so the test suite certifies the divergence.

Verification: In scripts/build/cmake.ts:326-344 and() consumes every AND first and or() loops over and(), so A OR B AND C parses as A OR (B AND C). CMake evaluates AND and OR at one level left to right, so it is (A OR B) AND C. For A=1, C unset: cmake yields false, the evaluator yields true. test/internal/build-cmake-lists.test.ts:115 ["A OR B AND C", { A: "1" }, true] pins the wrong semantics.

🟡 (optional) Local-WebKit developers on a WebKit commit that edits a source list with list(PREPEND ...), list(INSERT ...), list(FILTER ...), list(REMOVE_AT ...) or list(REMOVE_DUPLICATES ...) get a wrong file list with no error, although the PR promises an unimplemented statement fails with file:line. cmake.ts:406-410 handles only APPEND and REMOVE_ITEM and falls through silently for every other list() subcommand; include() of a missing file is likewise skipped at cmake.ts:354 where cmake errors. Fix: throw a BuildError with file:line for any list() subcommand not implemented when it targets a variable the evaluator reads, and for a non-module include() whose file does not exist.

Why this was flagged

Trigger: bun run build:local on a WebKit checkout whose CMakeLists.txt / PlatformJSCOnly.cmake uses a list() subcommand other than APPEND/REMOVE_ITEM on WTF_SOURCES, bmalloc_*, JavaScriptCore_SOURCES, the LUT/builtins inputs or the include directories. cmake.ts:406-410 silently does nothing for that statement, so the file list is wrong: a prepended file is missing (link error attributed to the wrong cause) or a filtered file is compiled. The PR description says the evaluator errors on anything it does not implement, and the header comment makes the same promise, but the code has no default branch. The population is every local developer on any WebKit commit; the dismissal only confirmed the pinned commit uses none, which the PR explicitly says is not the invariant ("it is at whatever commit someone is working on"). Remedy: an explicit error for unhandled list() subcommands, consistent with the condition evaluator's fail() at cmake.ts:345.

Verification: Triggers only when a WebKit checkout mutates a tracked list variable with a list() subcommand other than APPEND or REMOVE_ITEM. At /home/claude/bun/scripts/build/cmake.ts:406-410, list(PREPEND|INSERT|FILTER|REMOVE_AT|REMOVE_DUPLICATES) falls through with no effect and no error; the result is consumed by webkitLists() in /home/claude/bun/scripts/build/deps/webkit.ts:601-612.

🟡 nit (optional): bun run jsc:build now runs bun's whole codegen (the bun install stamps, esbuild bundling, bindgen) before the jsc shell can compile, which the old --target=WebKit never needed. emitJscPrograms is handed bun's .codegen-ready phony (bun.ts:449) and puts it on each program's compile as orderOnlyInputs: [headersReady] (bun.ts:470), yet jsc.cpp and testFFI.cpp include only JSC headers. Fix: gate the program compiles on WebKit's own generated headers (deps.get("WebKit")!.generatedHeaders, or the .JavaScriptCore-ready phony) so --target=jsc/testFFI depends on nothing of bun's codegen.

Why this was flagged

A developer on a fresh checkout runs bun run jsc:build:debug (package.json:58, --target=jsc) to get only the jsc shell. bun.ts:449 passes codegenReady to emitJscPrograms; bun.ts:470 makes every jsc/testFFI object order-only on it. bun.ts:258 defines that phony as [...codegen.cppAll, ...depGeneratedHeaders], and cppAll's edges depend on the package-install stamps (codegen.ts:389-399, rule bun_install) and the bundling/bindgen steps. So ninja must run bun install for the repo and all of bun's C++ codegen before the first jsc object compiles, none of which jsc.cpp or ffi/tests/testFFI.cpp (webkit.ts:1533-1534) include. On the base branch --target=WebKit built only the nested cmake project. The WebKit-side wait the programs do need is already available as deps.get("WebKit")!.generatedHeaders (source.ts:907), which is what bun's compiles get from WebKit through the same phony.

Verification: Trigger: any --target=jsc / --target=testFFI build with --webkit=local. scripts/build/bun.ts:449 and bun.ts:470 put bun's .codegen-ready phony on every jsc.cpp/JSDollarVMShell.cpp/testFFI.cpp compile. On the base, --target=WebKit resolved to the nested-cmake phony (base source.ts:1361) whose edge chain never touched bun's codegen.

🟡 (optional) Windows developers whose build-icu.ps1 step re-runs on an existing -local build get a failed build with clang's "file has been modified since the precompiled header was built" instead of a converging one. icuBuild (scripts/build/deps/webkit.ts:702-736) declares only the three .lib files; ICU's headers under build/.../icu/include are side effects. They flow into consumerOutputs (webkit.ts:651) and so become order-only on codegenReady, while headerOutputs for a direct dep (source.ts:1492) excludes them, so bun's PCH no longer has the ICU libs as implicit inputs. Fix: put the ICU lib outputs back into the dep's implicit header signal (as the base did via depHeaderSignal) or declare the headers as outputs, so a rerun of the script forces the PCH to rebuild in the same run.

Why this was flagged

Trigger: Windows, --webkit=local, an existing build; build-icu.ps1 (an input of the gen edge, webkit.ts:716) changes in the checkout, e.g. an ICU version bump on a WebKit upgrade, or the lib outputs are removed. The dep_gen edge re-runs msbuild and rewrites icu/include/unicode/*.h. bun's PCH edge recorded those headers in its depfile and ninja stat'ed them at startup, so with the headers' producer only order-only (bun.ts:257 phony, source.ts:1492 headerOutputs without the libs) the PCH is judged clean; later cxx edges fail against the modified headers. On the base the local-mode provides() put localIcuLibs in d.outputs, which bun.ts made implicit inputs of the PCH, and the comment at base bun.ts:323-330 documented exactly this hazard. The finder marked it too_minor because it heals on the next run, but the new comment at bun.ts:260-266 claims this case is handled for fetched deps while the one in-graph producer of side-effect headers is left out.

Verification: Regression on Windows --webkit=local only, triggered when build-icu.ps1 changes to a different ICU version while some PCH-consuming TU is dirty in the same ninja run; the result is one failed run that succeeds on retry. webkit.ts:714-736 declares only the .lib files as outputs; the headers are undeclared side effects. depHeaderSignal (bun.ts:232) gets no ICU signal; on 8f6a13a the ICU libs were implicit inputs of the PCH.

🟡 nit (optional): the test named "macOS and Windows targets need their own host" only exercises the macOS refusal; the Windows-cross path at config.ts:1180-1183 (now gated on the derived webkit instead of partial.webkit) has no assertion. Fix: add a sibling expectation that resolveConfig({ os: "windows", arch: "x64", webkit: "local", ... }) from a non-Windows host throws /Cross-compiling for Windows requires the prebuilt WebKit/, or rename the test to what it checks.

Why this was flagged

config.ts:1180 changed from partial.webkit === "local" to webkit === "local" so that --local-deps=WebKit=... is also refused for a Windows cross target. test/internal/build-local-webkit.test.ts:106-110 asserts only the darwin message. If the Windows branch regressed (for example the derived webkit no longer reflecting localDeps), no test in the suite would fail. The base branch had no test for either message, so this is a coverage gap rather than a behaviour change.

Verification: nit. Triggering condition: a future regression of the Windows-cross refusal would pass the suite unnoticed. test/internal/build-local-webkit.test.ts:106-110 contains exactly one assertion, throwing /Cross-compiling for macOS requires the prebuilt WebKit/. The Windows branch at scripts/build/config.ts:1180-1183 was changed by this PR to the derived webkit; no test asserts it.
